"CS-^ciKv RECOMMENDED ACTION: Introduce Ordinance No. NS-845 to establish a prima facie 35 mile per hour speed limit upon Dove Lane from Moorhen Place to its intersection with El Camino Real. ITEM EXPLANATION: Dove Lane is a two-lane road westerly of El Camino Real that is 0.28 miles in length and is not classified on the Circulation Element of the General Plan. Dove Lane currently serves commercial uses and the Dove Library, provides access to single-family residential units, and will provide access to a future townhome project to be constructed on Dove Lane. The street varies in width between 40 and 48 feet and has curb and gutter and sidewalks on each side of the street. Daily two-way traffic volumes range from 7,500 vehicles per day immediately west of El Camino Real to about 360 vehicles per day easterly of Moorhen Place. At their meeting on February 5, 2007, the Traffic Safety Commission considered the results of the Engineering and Traffic Survey to establish a prima facie speed limit upon Dove Lane. The Commission recommended by a 4-0 vote that a 35 mile per hour prima facie speed limit be established upon Dove Lane from Moorhen Place to its intersection with El Camino Real. The current version of the Engineering and Traffic Survey for Dove Lane is on file in the office of the City Traffic Engineer. ENVIRONMENTAL IMPACT: The installation of an official traffic control device is a project that is a Class 1 categorical exemption (minor alteration of existing structure or facility) and is, therefore, exempt from the environmental review process under the provisions of the California Environmental Quality Act (CEQA), Section 15301(c). FISCAL IMPACT: Installing two speed limit signs upon Dove Lane will cost about $250. EXHIBITS: 1. Location Map. 2.
