RECOMMENDED ACTION:
Adopt Resolution No. 2007-138 approving plans and specifications, and authorizing the
City Clerk to advertise for bids for the construction of the Poinsettia Community Park Phase IIA
Tennis Courts, Project No. 4502.
ITEM EXPLANATION:
The proposed Poinsettia Community Park Phase IIA Tennis Court project is located in Poinsettia
Community Park, which is accessed from Hidden Valley Road, refer to Exhibit 1. There are three
existing tennis courts and the project will construct seven additional tennis courts, which are part of
"Phase II" of the overall park master plan. The remaining elements of Phase II to be constructed in the
future include adding one additional center tennis court, a practice backstop, and tennis clubhouse to
complete the "tennis complex" portion of the master plan. Additionally, Phase II ultimately calls for a
community center, second tot lot, enclosed soccer, and expansion of the existing parking lot as well
as several other minor amenities.
Plans and specifications have been completed and are on file in the Engineering Department for the
construction of the seven (7) additional tennis courts. The project includes:
• Demolition work to remove existing vegetation, lights, trash can and pad, and water service
• Site grading including over excavation and recompaction
• Concrete stairway and access sidewalks
• Installation of utilities including storm drain and recycled water irrigation system
• Aluminum bleachers, pre-cast concrete picnic tables, tennis court shelters, and drinking
fountain
• Overhead lighting
• 10' high fencing around the courts; and
• Landscaping
ENVIRONMENTAL IMPACT:
This project is consistent with CUP 92-05/HDP 92-09 approved by the Planning Commission in
October 1992 as well as the Mitigated Negative Declaration issued by the Planning Director on
July 30, 1992.

FISCAL IMPACT:
An Engineer's Estimate of the construction cost for the project was prepared by RBF Consulting in
March 2007 and totals $1,291,000. The total project cost is shown in Table 1.

Additional funds in the amount of $569,000 are anticipated to be needed to complete the project.
The additional appropriation may be requested at time of award of construction based on actual
construction bids received.
Approximately $12.5 million is programmed with Public Facilities Fee (PFF) funds in future years to
complete the remaining elements of Poinsettia Park, Phase II. It is anticipated these funds will be
needed to complete the remaining elements at the park (e.g. community center). Therefore, moving
future years' appropriations forward is not recommended. Moreover, additional funds for this project
are not available in the PFF Fund. However, funding is available in the Park-in-Lieu (SW) Fund should
additional funds be required based on the actual bids received.
Examples of why additional funds are anticipated to be needed:
The original estimate was based on the Poinsettia Park Master Plan concept. As detailed engineering
plans were developed, additional items and associated costs were realized, including:
1. Unforeseen requirement for removal and re-compaction of soil under the tennis courts as
recommended by the geotechnical engineer (approximately $89,000).
2. Under drain system and storm drains (approximately $60,000).
3. Cost increases for concrete and steel (approximately $98,000).
4. Amenities added per citizen requests from several workshops (i.e., shade structures between
courts, picnic tables and associated patio, bleachers with associated walkways, and an
additional drinking fountain). These additional elements cost approximately $130,000.
Staff agreed to add these amenities with the understanding that they would only be added
should the bids be within budget. They are, therefore, included as bid alternates that can be
deleted.

Project Alternatives
Council has the following alternatives in proceeding with the project:
1. Authorize advertising to receive bids based on the current design of the project.
2. Revise plans to eliminate the additional amenities requested through citizen workshops
(i.e., shade structures, picnic tables, bleachers, and extra drinking fountain) for a savings of
$130,000.
3. Revise plans to eliminate 2 of the 7 tennis courts. The estimated savings would be
approximately $390,000.
4. Revise plans to eliminate 4 of the 7 tennis courts by building only 3 new courts next to the
existing 3 courts. The estimated savings would be approximately $630,000.

WHEREAS, the City Council of the City of Carlsbad, California, has determined it
6
necessary, desirable, and in the public interest to construct seven additional tennis courts at the
7
Poinsettia Community Park; and
8
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
9
equipment, transportation, and other expenses necessary or incidental to the Poinsettia
10
Community Park Phase IIA Tennis Courts, Project No. 4502, have been prepared and are on file
in the Public Works-Engineering Department of the City of Carlsbad and are incorporated herein
by reference; and13 y
WHEREAS, funding for said project has been appropriated from PFF in the 2006/200714
Capital Improvement Program in the amount of $1,089,000 to cover all project costs; and15
WHEREAS, additional funds in the amount of $569,000 are anticipated to be needed to16
complete the project and may be requested at time of award of construction based on actual
award amount.1o
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,i y

P., 1. That the above recitations are true and correct.
22 2. That the plans, specifications, and contract documents for the Poinsettia
23 Community Park Phase IIA Tennis Courts, Project No. 4502 are on file in the Public Works-
24 Engineering Department of the City of Carlsbad and are hereby approved.
25 3. The City Clerk of the City of Carlsbad is hereby authorized and directed to
2Q publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction of
27 Poinsettia Community Park Phase IIA Tennis Courts, Project No. 4502, in accordance with the
28 plans, specifications, and contract documents referred to herein.
