RECOMMENDED ACTION:
Introduce Ordinance No. NS-846 to require a stop on Orion Street at its intersection with
Impala Drive, to require a stop on Impala Drive at its intersection with Orion Street, and to require a
stop on Impala Drive at its intersection with Palmer Way.
ITEM EXPLANATION:
Orion Street intersects Impala Drive and, when combined with the City of Carlsbad fleet maintenance
yard entrance/exit access road, is essentially a T-intersection configuration. Functionally, however,
both Orion Street and Impala Drive operate as a 90° turn.
Orion Street and Impala Drive are not classified on the Circulation Element of the General Plan.
Orion Street has a two-way 24-hour average daily traffic volume of 530 vehicles and Impala Drive has
a daily volume of 483 vehicles based upon March 2007 counts.
A traffic study was conducted to determine if the safe approach speed for drivers on both Orion Street
and Impala Drive approaching the intersection of the two streets was less than 10 miles per hour.
The 10 mile per hour safe approach speed distance allows a driver on Orion Street to view
approaching eastbound vehicles on Impala Drive that may be entering the Carlsbad facility and then
slow or stop to avoid a conflict. Additionally, the study examined whether drivers on Impala Drive
could observe approaching vehicles on Orion Street. If the safe approach speed is less than 10 miles
per hour for each street, placement of a stop sign on both Orion Street and Impala Drive could be
considered.
Results of the field study found that the lower roadway elevation on Impala Drive and the intersection
of the two streets at the crest of a hill, combined with trees growing on the corner, resulted in limited
sight distance. The available clear approach sight triangle distance to view vehicles on both streets is
less than the minimum distance required for the 10 mile per hour safe approach speed. Consequently,
vehicle conflicts in the intersection may be minimized by installing a stop sign on both Orion Street
and Impala Drive. The existing yield sign that controls right-of-way assignment for drivers exiting the
maintenance yard will be changed to a stop sign.
The Traffic Safety Commission reviewed this matter at their meeting of May 7, 2007. By a 3-1 vote,
the Commission recommended that a stop sign be installed on Orion Street and on Impala Drive
where the two streets intersect.
In the past, a stop sign was installed on Impala Drive at its intersection with Palmer Way. This location
is also included in the attached ordinance.
ENVIRONMENTAL IMPACT:
The installation of an official traffic control device is a project that is a Class 1 categorical exemption
(minor alteration of existing structure or facility) and is, therefore, exempt from the environmental
review process under the provisions of the California Environmental Quality Act (CEQA),
Section 15301(c).

FISCAL IMPACT:
At the subject intersection, the estimated cost for installing stop signs, stop ahead signs, pavement
legends, and limit lines will be about $1,500.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.28,
OF THE CARLSBAD MUNICIPAL CODE TO REQUIRE A STOP ON
4 ORION STREET AT ITS INTERSECTION WITH IMPALA DRIVE,
TO REQUIRE A STOP ON IMPALA DRIVE AT ITS INTERSECTION
5 WITH ORION STREET, AND TO REQUIRE A STOP ON
IMPALA DRIVE AT ITS INTERSECTION WITH PALMER WAY.

The City Council of the City of Carlsbad, California, hereby ordains as follows:

SECTION 1: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended
8 by the addition of Section 10.28.900 to read as follows:

"10.28.900 Orion Street. Drivers shall stop where the following
1Q described street intersects Orion Street:
1 1 Impala Drive."
12 SECTION 2: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended
13 by the addition of Section 10.28.910 to read as follows:
14 "10.28.910 Impala Drive. Drivers shall stop where the following
described street intersects Impala Drive:
15 Orion Street."
SECTION 3: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended
by the addition of Section 10.28.920 to read as follows:
18 "10.28.920 Palmer Wav. Drivers shall stop where the following
19 described street intersects Palmer Way:
20. Impala Drive."
21 EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption; and
22 the City Clerk shall certify the adoption of this ordinance and cause it to be published at least once in
23 a newspaper of general circulation in the City of Carlsbad within fifteen (15) days after its adoption.
