Act(S211/HR211).
ITEM EXPLANATION:
At it's June 26, 2007 meeting, Council approved support for Federal funding for the "Calling 2-1-
1" Act (S211/HR 211), which provides a free 24-hour referral service in 150 languages as well
as on-line search services in San Diego County.
San Diego County 2-1-1 service began on July 1, 2005. Highly trained 2-1-1 specialists
connect residents with more than 2,000 local community and government agencies that
provide 5,000 health and human services programs from child care to mental health services to
housing assistance to alcohol and substance abuse to parenting classes to domestic abuse to
disaster assistance, to name a few.
Federal legislation has introduced the "Calling 2-1-1" Act (S211/HR 211) which would authorize
$150 million in Federal funding for the first two years and $100 million for the following three
years to support 2-1-1 service nationwide.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,

CALIFORNIA, SUPPORTING THE "CALLING FOR 2-1-1 "ACT (S 211/HR211)

WHEREAS, San Diego 2-1-1 was fully launched on July 1, 2005; and6
7 WHEREAS, 2-1-1 provides a free 24-hour referral service in 150 languages as
8 well as on-line search service to all of the residents of the San Diego County region;
9 and
10 WHEREAS, 2-1-1 highly trained call specialists link residents with more than
2,000 local community and government agencies that provide 5,000 health and human
12 service programs; and
WHEREAS, these 2-1-1 referrals meet a wide range of needs from child care to
14 mental health services to housing assistance to alcohol and substance abuse to
parenting classes to domestic abuse to health care to disaster assistance, to name a
few; and

WHEREAS, since its launch on July 1, 2005, 2-1-1 has fielded more than18
200,000 calls providing a valuable service to those requiring referral services; and
20 WHEREAS, the 2-1-1 system has the potential to significantly relieve call
volumes for non-essential calls to 9-1-1 and city offices; and
22 WHEREAS, Federal legislation has introduced the "Calling for 2-1-1" Act
23 (S211/HR 211) which would authorize $150 million in Federal funding for the first two
24 years and $100 million for the following three years to support 2-1-1 service nationwide.

1 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
2 Carlsbad, California hereby supports the Federal "Calling for 2-1-1" Act (S 211/HR 211)
3 that will, in part financially support this important service in the San Diego County
4 region.

of the City of Carlsbad on the 10th day of July, 2007, by the following vote to wit:
AYES: Council Members Lewis, Kulchin, Hall and Nygaard.
