(^g^ CITY MGR.— ^ST> RECOMMENDED ACTION: Receive a presentation from Jae Marciano, Executive Director-Trauma Intervention Program. ; ITEM EXPLANATION: The City Council provides an opportunity for citizens and organizations to have an item placed on a City Council Agenda by submitting a letter to the City Manager. Attached is a letter (Exhibit 1) from Jae Marciano, Executive Director-Trauma Intervention Program, requesting the opportunity to make a presentation to the City Council regarding the coordinated efforts between the TIP Program and the City of Carlsbad Fire and Police Departments. TIP volunteers remain with traumatized citizens and keep them off of the roads and freeways and safe. (2) Fills the Gap in Emergency Response- TIP volunteers address the needs of the emotionally injured when they are left alone without anyone to support them on the scene of a tragedy. (3) Support to Responders-TIP volunteers are able to help victims who are emotional and traumatized which allows the responders to focus on their job and return to service quicker. (4) Public Relations-TIP volunteers are your public relations in the community as they meet the needs of residents who are grateful to the City government for providing such a tremendous service to them. (5) Major Disasters-TIP volunteers are trained and prepared in the event of a large critical incident. The City will have immediate access to volunteers who are experienced in working within emergency response system in the event of a disaster or terrorist attack. (6) Community Involvement-TIP involves community members in public safety. TIP volunteers provide this red are able to: system.> r rary support until the persons involdepend on their own natural suppoa. &C *M I Trauma Intervention Programs (TIP) of SanDiego County, Inc. is a national voluntary 501c3 non-profit organization dedicated to ensuringthat those who are emotionally traumatized inemergency situations receive the assistance theyneed. To accomplish this goal, TIP works closelywith the local emergency response system to es-tablish free service programs to citizens in crisis.These programs include TIP Teens who enhancethe ability of TIP to serve teens and children whohave been traumatized. TIP seniors help provideassistance to older persons in crisis. TIP volun-teers are extensively trained in emotional firstaid skills and are called to emergency scenes bypolice and fire to assist family members, witness-es, and other bystanders whom the emergencyresponse system often must leave behind.In each of these programs, volunteers aredemonstrating that given the opportunity,they can play an important role in the emergencyresponse system. Volunteers ensure that no onehas to be alone after a tragedy has occurred.
