Establish New Management
Classification and Amend the
Management Salary Structure and
Conflict of Interest Code
DEPT. HEAD
CITY ATTY.
CITY MGR.
RECOMMENDED ACTION:
Adopt Resolution No. 2007-180 to establish the new management classification of Deputy
City Manager and to amend the Management Salary Structure and Conflict of Interest Code
to reflect these changes.
ITEM EXPLANATION:
As a result of dynamically changing needs to address current projects and priorities in the
City's operations, the following changes to the City's management classification structure are
submitted for City Council's consideration and approval.
Establish new job classification of Deputy City Manager
Over the past year, the Administrative Services Director has taken on an expanded role in
working with the City Manager on the coordination of large projects and programs. Some of
these include serving as the executive in charge of researching the feasibility of the proposed
desalination plant, overseeing the creation of the Carlsbad Tourism Business Improvement
District (CTBID), and directing the efforts of the Carlsbad Environmental Resource
Management Team (CERMT). These duties have been performed in addition to the
incumbent's responsibilities as the head of the Administrative Services major service area. In
order to redistribute the workload within the City Manager's office and to more accurately
reflect the expanded level of responsibility associated with managing large cross-
departmental projects and programs, the City Manager's Office recommends that the position
of Deputy City Manager be established. Attached, as Exhibit 2, is the proposed description of
the new classification of Deputy City Manager. In addition to the duties previously associated
with the Administrative Services Director classification, this position will perform a wide range
of high level managerial and professional staff work at the request of the City Manager and
function as project director on assigned major City programs. The position will report to the
City Manager.
This new position will be placed into the Management Salary Structure at a salary grade 8
and will be considered a management "at-will" position.
