RECOMMENDED ACTION: Adopt Resolution No. 2007-175 appointing four Citizens At-Large to the Proposition D Citizens Liaison Committee. ITEM EXPLANATION: At the Regular City Council Meeting of July 10, 2007, Council concurred to appoint four Citizens At-Large to the seven member Proposition D Citizens Liaison Committee. The remaining three members will be appointed from the Planning Commission, Parks and Recreation Commission and Arts Commission. FISCAL IMPACT: None. ENVIRONMENTAL IMPACT: None. EXHIBIT: 1. COUNCIL ACTION: APPROVED DENIED CONTINUED WITHDRAWN AMENDED H D D D CONTINUED TO DATE SPECIFIC D CONTINUED TO DATE UNKNOWN D RETURNED TO STAFF D OTHER - SEE MINUTES D 1 RESOLUTION NO. 2007-175 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING PARTNERS FOR 3 LIVABLE COMMUNITIES WORK PROGRAM FOR THE 4 IMPLEMENTATION OF PROPOSITION D AND APPOINTING A SEVEN-MEMBER PROPOSITION D 5 CITIZENS LIAISON COMMITTEE. 6 WHEREAS, on November 7, 2007, Carlsbad voters approved Proposition D, 7 entitled the "Preserve the Flower and Strawberry Fields and Save the Carlsbad 8 Taxpayers Money" proposition; and 9 WHEREAS, Proposition D includes a provision for the City to initiate a 10 comprehensive planning process with broad public participation and input to fully 11 implement the proposition and to determine what open space uses should ultimately be 12 permitted on the privately-owned lands affected by Proposition D; and 13 WHEREAS, the City is now ready to begin the community planning process and 14 fully implement the provisions of Proposition D; and 15 WHEREAS, the City Council is desirous of engaging the services of a non-profit 16 organization to assist the city in conducting and facilitating the community planning 17 process; and 18 WHEREAS, Partners for Livable Communities has submitted a Work Program to 19 provide the desired service and conduct the community planning process; and 20 WHEREAS, the City Council is also desirous of appointing a Proposition D 21 Citizens Liaison Committee to assist in organizing, coordinating and providing citizen 22 oversight of the community planning process. 23 24 // 25 // 26 „ 27 1 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of 2 Carlsbad, California, as follows: 3 1. That the above recitations are true and correct. 4 2. That the City Council approves the Work Program for the Community 5 Planning Process for the Implementation of Proposition D attached hereto and made a part hereof. 6 3. That the Proposition D Citizens Liaison Committee shall consist of seven 7 members, one each appointed by the Planning Commission, Parks and Recreation Commission, Arts Commission and that the City Council hereby appoints the following 8 four members: 9 Dianne Lantz Citizen At-Large (NW Quadrant) 10 Daniel Livingston Citizen At-Large (SW Quadrant) 1 * No one appointed Citizen At-Large (NE Quadrant) 12 Farrah Douglas Citizen At-Large (SE Quadrant) 13 The Citizens Liaison Committee shall be an Ad-Hoc Committee and shall perform the 14 tasks as follows: 1) Provide citizen oversight of the entire process; 2) Identify 15 appropriate stakeholders to incorporate into the process; 3) Ensure maximum 16 community participation in the process; 4) Review all background information (Prop D, 17 CCPS vision and guiding principles, etc.); 5) Coordinate with the City of Carlsbad staff 18 to organize all events (public workshops, focus groups, charrette); 6) Review public 19 comments/input; and 7) Review Partners materials and reports.
