RECOMMENDED ACTION:
Adopt Resolution No.2007-193 approving plans and specifications and authorizing
the City Clerk to advertise for bids for the construction of the traffic signal at Poinsettia Lane and
Black Rail Road, Project No. 3939-1.
ITEM EXPLANATION:
The intersection of Poinsettia Lane and Black Rail Road is currently controlled by an ALL-WAY STOP.
Private development projects directly adjacent to the intersection have been completed and were
conditioned to enter into secured agreements with the City to provide a pro-rated share of the cost of
the future traffic signal. The City of Carlsbad has collected $49,582 from developers as a result of
these agreements. Staff has determined that the construction of the traffic signal at Poinsettia Lane
and Black Rail Road would be beneficial for several reasons. The intersection is the only ALL-WAY
STOP controlled intersection along the Poinsettia Lane corridor, which is less than desirable from a
traffic operations standpoint. A traffic signal at this intersection will ensure efficient traffic operations
and safety in light of the increasing traffic volumes on Poinsettia Lane and the recent opening of
Aviara Community Park to the east. This project was approved in the 2006/2007 Capital Improvement
Program for design and construction, and funding for this project is available in the GCC fund.
Plans and specifications to construct the traffic signal at this location have been completed.
ENVIRONMENTAL IMPACT:
This project is a Class 1 categorical exemption (minor alteration of existing structure or facilities)
and is, therefore, exempt from the environmental review process under provisions of the
California Environmental Quality Act (CEQA), Section 15301 (c). A Notice of Exemption has been
issued by the Planning Director.
FISCAL IMPACT:
The funds needed to complete the project are $188,183. The project cost breakdown is as follows:

CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE
POINSETTIA LANE AND BLACK RAIL ROAD TRAFFIC SIGNAL,
PROJECT NO. 3939-1.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to construct a traffic signal at the intersection of
Poinsettia Lane and Black Rail Road; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental of said project have been
prepared and are on file in the Engineering Department of the City of Carlsbad and are
incorporated by reference herein; and
WHEREAS, said project was included in the 2006/2007 Capital Improvement Program;

1 s10 WHEREAS, the GCC fund includes sufficient funds to construct this project; and
16 WHEREAS, $49,582 has been collected from private developers and deposited into the
17 GCC fund.
18 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
19 California, as follows:
20 1. That the above recitations are true and correct.
21 2. That the plans, specifications and contract documents on file in the Engineering
22 Department of the City of Carlsbad are hereby approved.

3. The City Clerk of the City of Carlsbad is hereby authorized and directed to
24 publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction of
25 the Poinsettia Lane and Black Rail Road Traffic Signal, Project No. 3939-1, in accordance with the
26 plans, specifications, and contract documents referred to herein.

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council
of the City of Carlsbad on the 24th day of July, 2007, by the following vote to wit:
