RECOMMENDED ACTION:
Adopt Resolution No.2007-194 approving a Public Works Supervisor/Contracts and
Agreements from the General Services Department out-of-state travel to attend the APWA National
Congress for training in Fleet Services and Project Management. The congress is held in San
Antonio, Texas, from September 9-12, 2007.
ITEM EXPLANATION:
The purpose of the conference is to provide the Public Works Supervisor state-of-the-art information
on advances in the field of Project Management, Fleet Operations and Facilities Management. The
Public Works Supervisor is the primary Project Manager for General Services and is assigned to the
Fleet Operations division in a stretch assignment intended to provide the knowledge required for
succession planning. A variety of classes and courses are offered in all three disciplines which will
allow the Public Works Supervisor to gain knowledge in technology and business processes directly
related to his job duties.
ENVIRONMENTAL IMPACT:
Staff training and out of state travel is not regulated by the California Environmental Quality Act
(CEQA).
FISCAL IMPACT:
The cost to attend the APWA National Congress is approximately $2,000, which includes flights,
shuttles, lodging, and meals. Funds are available in the Facilities and Fleet training budgets to cover
all estimated costs.
EXHIBITS:
1. Resolution No. 2007-194 approving a Public Works Supervisor/Contracts and

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, AUTORIZING A PUBLIC WORKS SUPERVISOR OUT
OF STATE TRAVEL TO ATTEND TRAINING AT THE AMERICAN
4 PUBLIC WORKS CONGRESS IN SAN ANTONIO, TEXAS FROM
SEPTEMBER 9-12. 2007.
WHEREAS, the City Council concurs that it is in the public interest to authorize out-of-
state travel for a Public Works Supervisor to attend training at the American Public Works
Association National Congress; and
8 WHEREAS, funds are available in the FY 2007-2008 Fleet and Facilities budget for the
9 out-of-state travel.
10 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That out-of-state travel is hereby authorized in accordance with City policy, for a

of the City of Carlsbad on the 24th day of July, 2007, by the following vote to wit:
