HEAD~C- CITY ATTY. \^* CITY MGR^gY^ RECOMMENDED ACTION: Accept staff presentation and adopt Resolution No. 2007-187 adopting the Carlsbad Sustainability and Environmental Guiding Principles. ITEM EXPLANATION: In January 2007 the City authorized the creation of the Carlsbad Environmental Resources Management Team (CERMT) to coordinate the City's management of a number of environmental initiatives. The purpose of the team is to help the City realize its overarching goal of creating a healthy and vibrant city that will be sustainable for generations to come. Historically, Carlsbad has made policy choices that fall into three general categories which, when put together, form a framework for a sustainable community. These three categories are: • Social - the creation of places where people live, work, play and come together in social interactions. • Economic - the creation of an economic system that provides the necessary fiscal resources for the community and the government to be financially healthy. • Environmental - the care and stewardship of the environment and the interface between people and the natural and constructed open spaces that contribute to the overall health of the community. As the City has increased its knowledge in this area, it has come to recognize that over- emphasizing the success in one facet of sustainability at the expense of another would weaken the chances of creating a community that is vital far into the future. Managing the long-term balance between the three categories, although tricky at times to achieve, is the goal. Carlsbad has a proven track record of creating and implementing visionary language that has provided guidance to Council, staff, and the public. This language is evident in documents such as Council's Five Year Vision Plan, Strategic Goals, Growth Management Plan and the Connecting Community Place and Spirit (CCPS) Guiding Principles. Ultimately, these help identify and reinforce the qualities of life that we aspire to in the City of Carlsbad. FOR CITY CLERKS USE ONLY. The proposed Sustainability Guiding Principles represent a series of high level value statements that will guide the recommendations and activities of staff in implementing the City's vision. In addition to the general principles, staff is proposing that Council consider adoption of a more focused set of guidelines that addresses our natural and human-made environment. Ultimately, the City Council may want to consider directing staff to create a set of guidelines that represent each of the major components of sustainability (Social, Economic, and Environmental). This would give the Council, public and staff a complete picture of what sustainability means, and what may be involved in creating a truly sustainable city. The rationale for developing and using a comprehensive set of guiding principles is that they help to align the work of the organization to achieve the desired outcomes. As Carlsbad shifts from a growing community to one more focused on maintenance, the future quality of life will depend on the City's ability to balance the three components of the sustainability formula. The work of the CERMT team provides important insights into understanding what makes a community sustainable from a general perspective. Continuing this work will help foster Carlsbad's long term success. Staff presented an overview of these concepts to the City Council during their April 2007 workshop, and will provide a similar presentation with this agenda item. Options and Recommendation Options available to the City Council include the following: Take no action at this time Adopt the Sustainability Guiding Principles Adopt the Environmental Guiding principles Adopt both the Sustainability and Environmental Guiding Principles Direct staff to develop guiding principles for the Economic and Social sections At this time, CERMT recommends that the Council proceed with the adoption of the attached resolution approving both the Sustainability and Environmental Guiding Principles. CERMT also recommends that Council direct staff to develop similar guiding principles for the Economic and Social sections of the sustainability formula. FISCAL IMPACT: Although the adopting of guiding principles does not in itself have any fiscal impact, there may be fiscal impacts related to subsequent actions that implement programs supporting the guiding principles. These fiscal impacts may result in either costs or benefits that should be considered at the time the proposed program is placed before the City Council. ENVIRONMENTAL IMPACT: This action does not approve any projects that will have a physical adverse affect on the environment so it falls within the general rule under CEQA that this is not a project (CEQA Regulation 153789(b)). Environmental Guiding Principles 1 RESOLUTION NO. 2007-187 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AFFIRMING THE 3 COUNCIL'S GOAL OF CREATING A SUSTAINABLE COMMUNITY, AND ADOPTING SUSTAINABILITY AND ENVIRONMENTAL GUIDING PRINCIPLES 5 6 7 WHEREAS, the City Council has established strategic goals that help guide the 8 Council in its decisions and in its direction of City staff, and 9 WHEREAS, included within these strategic goals is the concept of creating a 10 community that will help provide a sustainable high quality of life for its citizens for 11 generations to come, and 12 WHEREAS, the Council recognizes that the concept of sustainability includes . Social, Economic and Environmental components which must be considered and 15 provided for in order to achieve a healthy community, and 16 WHEREAS, the Council recognizes that creating a sustainable community 17 requires the active engagement of not only the city government but the community-at- 18 large, and 19 WHEREAS, by defining the guiding principles for the Social, Economic and 20 Environmental components of a sustainable community, the City and the community will 21 be better able to make more informed decisions, and 22 WHEREAS, City staff has provided the Council with a set of recommended 23 guiding principles describing the overarching goal of sustainability, and the 25 environmental component, and 26 WHEREAS, the Council desires to support these principles, and to encourage 27 the community and staff to consider these principles when making decisions, and 28 1 WHEREAS, by adopting these principles, the Council clarifies its commitment to 2 creating a community with a sustainable environmental component that includes many 3 concepts, including but not limited, to the efficient use of non-renewable resources, 4 stewardship of natural and constructed open spaces, development of a drought 5 resistant water supply, and reduction in the City's waste stream, 6 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of 7 Carlsbad, California, as follows:8 9 1. That the above recitations are true and correct. 10 2. Citizens have a responsibility to be informed, involved, and engaged in the development of their community. • A Proactive Approach to Sustainability Guides City Policy Carlsbad is committed to proactively addressing existing and potential community needs without compromising future generations. The City encourages staff to participate in research opportunities that may further its goals of creating a sustainable community. • Carlsbad Recognizes the Local as well as Global Impacts of Decision Making Local social, economic and environmental issues cannot be separated from the bigger picture. Carlsbad recognizes the interconnectedness of citizens, associations, and communities; and the fact that what one community does may have a profound impact on another. • Developing a Sustainable Community is Based on Employing Cost-Effective Programs The City recognizes that both financial and staff resources are limited; therefore, those programs and activities providing the highest benefit to the community and representing best-cost solutions should be considered. 1 Exhibit 3 to AB # 19,093 Attachment A to Resolution No. Recommended Environmental Guiding Principles 2007-187. • Ethic of Conservation Carlsbad supports the ethic of conservation of non-renewable resources. This includes efforts to reduce the use of energy (in any form), greenhouse gas (GHG) emissions (consistent with AB 32) and to find new and more energy efficient methods for delivering services. The City supports the development of building standards that enable the community to design energy saving features such as solar energy systems and water efficient landscaping into both public and private buildings. • Clean Air and Water The City supports the development and protection from pollution of Carlsbad's air quality, creeks, lagoons, ocean, and other natural water bodies. Carlsbad supports programs that will ensure that all water bodies within the City are safe and clean, and where possible, open to the public at all times. Furthermore, the City supports activities that result in clean air for those who live, work, and play in Carlsbad. • Diverse and Drought Resistant Water Supply Carlsbad's future depends on being able to provide a sustainable supply of water to the community. Carlsbad supports the creation of a diverse water supply, including desalination, recycled and reclaimed sources, water conservation programs, and drought tolerant landscaping. • Protection, Preservation, and Restoration of the Natural and Human-made Environment Carlsbad is committed to protecting, preserving and restoring its natural and human- made environment. The City recognizes the importance of intact ecosystems as part of a healthy environment and will continue to protect open space and enhance habitats and bio-diversity. The City also supports the creation and maintenance of open spaces that are accessible to the public for both active and passive use. • Waste Reduction and Recycling Carlsbad supports programs that manage the overall waste stream of the City and that maximize the amount of waste that is recycled by its residents, citizens and businesses. The City promotes the ability to quickly and conveniently dispose of hazardous waste. • Efficient Transportation and Low Emission Fuel Sources The City believes that effective traffic management is an important element affecting the quality of life within Carlsbad. The City supports programs that optimize the flow of traffic, the use of low-emission alternative fuel vehicles, and the increased availability and use of mass and other non-automotive modes of transportation. The City encourages participation hi research programs designed to test and improve alternate fuel vehicles. 6 • Sound Procurement Decisions The procurement of products and services by the City, its residents, businesses and institutions result in environmental, social and economic impacts both in this region and the country. Where possible, Carlsbad's procurement systems should support the use of recycled materials, products with low carbon footprints (low use of carbon or GHG producing products in the manufacture, installation, maintenance, or disposal of the product).
