HEAD ^\^ CITYATTY. r4&- CITYMGR. ~Sp RECOMMENDED ACTION: City Council adopt Resolution No. 2007-204 accepting the Justice Assistance Grant funds and appropriating the funds to support various police department functions. ITEM EXPLANATION: The Edward Byrne Memorial Justice Assistance Grant (JAG) Program allows states and local governments to support a broad range of activities to prevent and control crime and to improve the criminal justice system. The JAG Purpose Areas include 1) Law enforcement programs; 2) Prosecution and court programs; 3) Prevention and education programs; 4) Corrections and programs; 5) Drug treatment programs; and 6) Planning, evaluation, and technology improvement programs. Carlsbad's 2007 one-time award based on the City's share of FBI Part 1 Violent Crimes as a proportion of the state's total is $28,095. These federal funds must be used to supplement existing funds for program activities and cannot replace or supplant local funds. In addition, any interest earned must be added to the project and spent for project purposes; interest is estimated to be $700 for a total program-funding amount of $28,795 for eligible projects/programs. The Police Department proposes that the grant be used to fund 1) Hearing protection/communications headsets for the tactical response team; 2) Blood alcohol measuring devices for DUI enforcement; and 3) Pole camera for the tactical response team. These proposed purchases comply with the requirements of the grant. FISCAL IMPACT: The total program cost is $28,795; $28,095 would come from the block grant award with an additional $700 estimated interest earned. ENVIRONMENTAL IMPACT: None EXHIBITS: 1. That the above recitations are true and correct. 16 2. That the purchases specified are authorized in compliance with the grant. 17 3. That the Police Chief or his designee is authorized to execute all appropriate 18 agreements with the US Department of Justice for receipt of the subject grant 19 funds, as well as any required reports and/or final statements; and 20 4. ABSENT: None. >, Mayor ATTEST: (SEAL) U Exhibit 2 Carlsbad Police Department JAG Grant Application Number 2007-F6286-CA-DJ PROGRAM NARRA TIVE The Police Department proposes that the $28,095 in JAG grant funds be used for the following: Hearing Protection/Communications for Tactical Response Team ($16,595) These headsets will provide team communications as well as hearing protection for members of the tactical response team. The headsets allow officers to carry on conversations while providing ear protection when and if a team member has to fire a weapon. This hearing protection is particularly important since team members are in close proximity to each other. PAS Devices for DUI enforcement ($7,000) PAS devices are used for DUI enforcement. This will supply seven officers with these devices to measure blood alcohol levels. Pole Camera for Tactical Response Team ($4,500) The pole camera is used to observe suspect actions and the environment during high- risk operations. Using a camera to observe remotely reduces risk to officers. No other related justice funds are expected for any of these equipment purchases.
