HEAD l^T^T CITY ATTY. jtf&& CITY MGR "r~'>i \^ RECOMMENDED ACTION: Introduce Ordinance No.NS-853 to establish a prima facie 35 mile per hour speed limit upon Palmer Way from Faraday Avenue to Cougar Drive. ITEM EXPLANATION: Impala Drive is a two-lane road easterly of El Camino Real that is 0.38 miles in length and is not classified on the Circulation Element of the General Plan. Palmer Way currently provides access to six driveways that serve a mix of commercial businesses. The street has a curb-to-curb width of 52 feet with centerline striping. Daily two-way traffic volumes range from 788 vehicles per day near Cougar Drive to 3,310 vehicles per day near Faraday Avenue. At their meeting on May 7, 2007, the Traffic Safety Commission considered the results of the Engineering and Traffic Survey to establish a prima facie speed limit upon Palmer Way. The Commission recommended by a 4-0 vote that a 35 mile per hour prima facie speed limit be established upon Palmer Way from Faraday Avenue to Cougar Drive.. The current version of the Engineering and Traffic Survey for Palmer Way is on file in the office of the City Traffic Engineer. ENVIRONMENTAL IMPACT: The installation of an official traffic control device is a project that is a Class 1 categorical exemption (minor alteration of existing structure or facility) and is, therefore, exempt from the environmental review process under the provisions of the California Environmental Quality Act (CEQA), Section 15301(c). FISCAL IMPACT: Installing two speed limit signs upon Palmer Way will cost about $250. EXHIBITS: 1. NS-853 2 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF 3 CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44, OF THE CARLSBAD MUNICIPAL CODE BY THE ADDITION OF 4 SECTION 10.44.810 TO ESTABLISH UPON PALMER WAY A PRIMA FACIE 35 MILE PER HOUR SPEED LIMIT FROM FARADAY 5 AVENUE TO COUGAR DRIVE 6 The City Council of the City of Carlsbad, California, hereby ordains as follows: 7 SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is amended g by the addition of Section 10.44.810 to read as follows: 9 "10.44.810 Palmer Way.
