RECOMMENDED ACTION:
Introduce Ordinance No.NS-854 to establish a prima facie 35 mile per hour speed limit
upon Impala Drive from Palmer Way to Orion Street.
ITEM EXPLANATION:
Impala Drive is a short industrial street easterly of El Camino Real that is 0.29 miles in length and is
not classified on the Circulation Element of the General Plan. Impala Drive currently provides access
to nine driveways that serve the light industrial and office businesses that have ingress/egress to
Impala Drive. The street has a curb-to-curb width of 52 feet with no centerline striping. Daily two-way
traffic volumes range from 483 vehicles per day at Orion Street to 1,611 vehicles per day near Palmer
Way.
At their meeting on May 7, 2007, the Traffic Safety Commission considered the results of the
Engineering and Traffic Survey to establish a prima facie speed limit upon Impala Drive.
The Commission recommended by a 4-0 vote that a 35 mile per hour prima facie speed limit be
established upon Impala Drive from Palmer Way to Orion Street.
The current version of the Engineering and Traffic Survey for Impala Drive is on file in the office of the
City Traffic Engineer.
ENVIRONMENTAL IMPACT:
The installation of an official traffic control device is a project that is a Class 1 categorical exemption
(minor alteration of existing structure or facility) and is, therefore, exempt from the environmental
review process under the provisions of the California Environmental Quality Act (CEQA),
Section 15301(c).
FISCAL IMPACT:
Installing two speed limit signs upon Impala Drive will cost about $250.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44,
OF THE CARLSBAD MUNICIPAL CODE BY THE ADDITION OF
4 SECTION 10.44.800 TO ESTABLISH UPON IMPALA DRIVE A
PRIMA FACIE 35 MILE PER HOUR SPEED LIMIT FROM PALMER
5 WAY TO ORION STREET.
6 The City Council of the City of Carlsbad, California, hereby ordains as follows:
7 SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is amended
g by the addition of Section 10.44.800 to read as follows:
"10.44.800 Impala Drive. Upon Impala Drive from Palmer Way to Orion
Street, the prima facie speed limit shall be thirty-five miles per hour."
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption; and
the City Clerk shall certify the adoption of this ordinance and cause it to be published at least once in
12 a newspaper of general circulation in the City of Carlsbad within fifteen (15) days after its adoption.

INTRODUCED AND FIRST READ at a regular meeting of the Carlsbad City Council on
the 7th day of August, 2007, and thereafter.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the
