On July 18, 2007, the Planning Commission conducted a public hearing for a Specific Plan
Amendment for the Carlsbad Airport Centre Specific Plan and recommended approval (7 - 0) to the
City Council. Prior to that, on June 7, 2007, the San Diego County Regional Airport Authority
approved a Consistency Determination finding that the Specific Plan Amendment and the San Diego
Golf Academy project were consistent with the Comprehensive Airport Land Use Plan.
The project is a request for a Minor Specific Plan Amendment to the Carlsbad Airport Centre Specific
Plan (SP 181). SP 181 is located on the north side of Palomar Airport Road and adjacent to the south,
east and west sides of the McClellan-Palomar Airport. This request is being made by the San Diego
Golf Academy in order to allow the Academy to operate in a portion of an existing building located
within the boundaries of the Specific Plan at 1950 Camino Vida Roble. The San Diego Golf Academy
is a private educational institution that trains adult students for professional operating and
management positions in the golf industry. The Academy is a nationally recognized and accredited
institution and presently has facilities in five other locations throughout the United States. They are
desirous of opening a facility in Carlsbad because of the prominent environment of golf related
industries, companies and uses in the city. Specific Plan 181, however, does not presently permit any
type of educational facilities to be located within its boundaries. Therefore, an amendment to the
Specific Plan is required. The amendment would add "Educational Facilities, Other" as a permitted
use in the Specific Plan subject to the approval of a Minor Conditional Use Permit and other
restrictions as described below and as further explained in detail in the attached Planning
Commission Staff Report.
SP 181(F) would modify Section III. Permitted Uses, A. Area 1 of the Carlsbad Airport Centre Specific
Plan. This section presently lists 10 permitted uses and the request is to add a No. 11 to read as
follows:

"11. Educational Facilities, Other as defined in Section 21.04.137 of the Zoning
Ordinance subject to a Minor Conditional Use Permit and where the facility is for adult
students (18 years and older) exclusively, and is located entirely outside of the Flight
Activity Zone and entirely outside of the 65 dB CNEL noise contour (as shown in the
Comprehensive Land Use Plan for the McClellan-Palomar Airport, dated October 2004), or
where the use is located partially or entirely between the 60 dB CNEL and the 65 dB CNEL
noise contours if interior noise levels are attenuated to 45 dB CNEL (as verified through a
site specific acoustical study)."
As defined in Section 21.04.137 of the Zoning Ordinance, the additional use would only allow training
and similar facilities. It would not allow typical educational schools such as elementary, high schools
or universities. The amendment would only allow facilities for adults. The restrictions regarding the
airport would ensure that the facility would not adversely impact airport operations. By requiring a
Minor Conditional Use Permit, the proposed amendment ensures that issues such as compatibility of
use, traffic, parking, etc. can be addressed and the proposed facility could be conditioned as
necessary.
With the restrictions described above and based on the detailed analysis contained in the attached
Planning Commission Staff Report, the Specific Plan Amendment (SP 181(F)) was found to be
consistent with the General Plan, the Zoning Ordinance, the existing Specific Plan 181, the
Comprehensive Land Use Plan for McClellan-Palomar Airport and the Growth Management Plan.
There was no public testimony for the project. A full disclosure of the Planning Commission's
discussion is included in the attached minutes. A complete description and staff analysis of the project
is included in the attached report to the Planning Commission.
FISCAL IMPACT:
The Specific Plan Amendment will have no direct fiscal impacts on the city. The San Diego Golf
Academy project will be required to pay all applicable permit and project-related fees.
ENVIRONMENTAL IMPACT:
The Planning Director issued a Notice of Intent to Adopt a Negative Declaration for the project on May
25, 2007. No comments were received during the 20 day public review period (May 25, 2007 to June
14, 2007). The Planning Commission recommended adoption of the Negative Declaration on July 18,
2007. It has been determined pursuant to the California Environmental Quality Act that the project will
not result in any significant impacts to the environment.

PROJECT DESCRIPTION: Minor Amendment to an existing Specific Plan (SP 181(F)) that
would add "Educational Facilities, Other" to the list of permitted uses in the Specific Plan
subject to the approval of a Minor Conditional Use Permit to allow the San Diego Golf Academy
to occupy a portion of an existing industrial/office building located within the boundaries of the
Specific Plan at 1950 Camino Vida Roble in Carlsbad.
PROPOSED DETERMINATION: The City of Carlsbad has conducted an environmental
review of the above described project pursuant to the Guidelines for Implementation of the
California Environmental Quality Act and the Environmental Protection Ordinance of the City of
Carlsbad. As a result feT said review, the initial study (EIA Part 2) did not identify any potentially
significant impacts on the environment. Therefore, a Negative Declaration will be
recommended for adoption by the City of Carlsbad Planning Commission.
A copy of the initial study (EIA Part 2) documenting reasons to support the proposed Negative
Declaration is on file in the Planning Department, 1635 Faraday Avenue, Carlsbad, California
92008. Comments from the public are invited. Please submit comments in writing to the
Planning Department within 20 days of the date of this notice.
The proposed project and Negative Declaration are subject to review and approval/adoption by
the City of Carlsbad Planning Commission and City Council. Additional public notices will be

The proposed project consists of a minor amendment to an existing Specific Plan and a Minor
Conditional Use Permit to allow the San Diego Golf Academy (SPG A) to occupy a portion of an
existing industrial/office building located at 1950 Camino Vida Roble in Carlsbad. The existing
Specific Plan is the Carlsbad Airport Center Specific Plan. SP 181. The amendment would add
"Educational Facilities. Other" as defined in Section 21.04.137 of the Zoning Ordinance to the
list of Permitted Uses (Section III (A) of the Specific Plan) with the approval of a Minor
Conditional Use Permit. Specific Plan 181 applies to an area of land that is an existing, developed
industrial subdivision. The Minor Conditional Use Permit (MCUP 07-07) is an- administrative
permit that can be approved by the Planning Director. It would allow SDGA to occupy and
operate in the existing building. SDGA is a private institution that trains adult students for
operating and management positions in the golf industry. SDGA would occupy 20,000 sq. ft. of
the existing 124,500 sq. ft. building with their tenant space consisting of 7 executive offices, 2
conference rooms. 2 computer labs, 5 classrooms, a library and a training area for instruction in
clubfitting, club repair, video analysis and golf facility operations. SDGA's current student
population is 180 students but only 1/3 to 1/2 of the student population (60 to 90 students) would
be at the building at any one time.

ENVIRONMENTAL IMPACTS
STATE CEQA GUIDELINES, Chapter 3, Article 5, Section 15063 requires that the City conduct an Environmental
Impact Assessment (EIA) to determine if a project may have a significant effect on the environment. The
Environmental Impact Assessment appears in the following pages in the form of a checklist. This checklist
identifies any physical, biological and human factors that might be impacted by the proposed project and provides
the City with information to use as the basis for deciding whether to prepare an Environmental Impact Report (EIR),
Negative Declaration, or to rely on a previously approved EIR or Negative Declaration.
• A brief explanation-is required for all answers except "No Impact" answers that are adequately supported
by an information source cited in the parentheses following each question. A "No Impact" answer is
adequately supported if the referenced information sources show that the impact simply does not apply to
projects like the one involved. A "No Impact" answer should be explained when there is no source
document to refer to, or it is based on project-specific factors as well as general standards.
• "Less Than Significant Impact" applies where there is supporting evidence that the potential impact is not
significantly adverse, and the impact does not exceed adopted general standards and policies.
• "Potentially Significant Unless Mitigation Incorporated" applies where the incorporation of mitigation
measures has reduced an effect from "Potentially Significant Impact" to a "Less Than Significant Impact."

(O3) and for particulate matter less than or equal to 10 microns in diameter (PM|0). The periodic violations of
national Ambient Air Quality Standards (AAQS) in the San Diego Air Basin (SDAB), particularly for ozone in
inland foothill areas, requires that a plan be developed outlining the pollution controls that will be undertaken to
improve air quality. In San Diego County, this attainment planning process is embodied in the Regional Air Quality
Strategies (RAQS) developed jointly by the Air Pollution Control District (APCD) and the San Diego Association of
Governments (SANDAG).
A Plan to meet the federal standard for ozone was developed in 1994 during the process of updating the 1991 state-
mandated plan. This local plan was combined with plans from all other California non-attainment areas having
serious ozone problems and used to create the California State Implementation Plan (SIP). The SIP was adopted by
the Air Resources Board (ARB) after public hearings on November 9* through 10* in 1994, and was forwarded to
the Environmental Protection Agency (EPA) for approval. After considerable analysis and debate, particularly
regarding airsheds with the worst smog problems, EPA approved the SIP in mid-1996.
The proposed project relates to the SIP and/or RAQS through the land use and growth assumptions that are
incorporated into the air quality planning document. These growth assumptions are based on each city's and the
County's general plan. If a proposed project is consistent with its applicable General Plan, then the project
presumably has been anticipated with the regional air quality planning process. Such consistency would ensure that
the project would not have an adverse regional air quality impact.

Section 15125(B) of the State of California Environmental Quality Act (CEQA) Guidelines contains specific
reference to the need to evaluate any inconsistencies between the proposed project and the applicable air quality
management plan. Transportation Control Measures (TCMs) are part of the RAQS. The RAQS and TCM plan set
forth the steps needed to accomplish attainment of state and federal ambient air quality standards. The California
Air Resources Board provides criteria for determining whether a project conforms with the RAQS which include the
following:
• Is a regional air quality plan being implemented in the project area?
• Is the project consistent with the growth assumptions in the regional air quality plan?
The project area is located in the San Diego Air Basin, and as such, is located in an area where a RAQS is being
implemented. The project is consistent with the regional air quality plan and will in no way conflict or obstruct
implementation of the regional plan.
b) Less Than Significant Impact. The closest air quality monitoring station to the project site is at Camp
Pendleton. Data available for this monitoring site from 2000 through December 2004, indicate that the most recent
air quality violations recorded were for the state one hour standard for ozone (a total of 10 days during the 5-year
period). No other violations of any air quality standards have been recorded during the 5-year time period. Long-
term emissions associated with travel to and from the project will be minimal. The existing building has been
occupied by other uses in the past and it is not anticipated that there would be an increase in travel to and from the
project site as a result of this project. Although air pollutant emissions would be associated with the project, they
would neither result in the ..violation of-any air quality standard (comprising only an incremental contribution to
overall air basin qualityTeadings), nor contribute substantially to an existing or projected air quality violation. Any
impact is assessed as less than significant.
c) Less Than Significant Impact. The air basin is currently in a state non-attainment zone for ozone and
suspended fine particulates. The proposed project would represent a contribution to a cumulatively considerable
potential net increase in emissions throughout the air basin. As described above, however, emissions associated
with the proposed project would be minimal. Given the limited emissions potentially associated with the proposed
project, air quality would be essentially the same whether or not the proposed project is implemented. According to
the CEQA Guidelines Section 15130(a)(4), the proposed project's contribution to the cumulative impact is
considered de minimus. Any impact is assessed as less than significant.
d) No impact. As noted above, the proposed project would not result in substantial pollutant emissions or
concentrations. In addition, there are no sensitive receptors (e.g., schools or hospitals) located in the vicinity of the
project. No impact is assessed.
e) No Impact. The project site is an existing, developed industrial subdivision. The Minor Conditional Use Permit
is for a use that would occupy an existing building which has been used for other businesses in the past and
therefore, there would be no impact from the project.

The Congestion Management Program's (CMP) acceptable Level of Service (LOS) standard is "E", or LOS "F" if
that was the LOS in the 1990 base year (e.g., SR 78 in Carlsbad was LOS "F" in 1990). Accordingly, all designated
roads and highways are currently operating at or better than the acceptable standard LOS.
Note that the buildouf ADT projections are based on the full implementation of the region's general and community
plans. The proposed project is consistent with the general plan and, therefore, its traffic was used in modeling the
buildout projections. Achievement of the CMP acceptable Level of Service (LOS) "E" standard assumes
implementation of the adopted CMP strategies. Based on the design capacity(ies) of the designated roads and
highways and implementation of the CMP strategies, they will function at acceptable level(s) of service in the short-
term and at buildout.
c) No Impact. The proposed project site is an existing, developed industrial subdivision and the proposed use will
be located in an existing building and does not include any aviation components. The project is consistent with the

be applied to the use including that it must be located outside of the Airport Flight Activity Zone, wholly outside the
60dB CNEL noise contour or if between 60-65 dBA CNEL the interior noise levels should be attenuated to 45 dBA
CNEL (as verified through a site specific acoustical study), and, finally, that only adult students would be allowed
to enroll in the facility. The Specific Plan Amendment by itself does not approve any development project and as
such will not have any physical impacts on the environment.
The proposed Minor Conditional Use Permit for an Educational Facility will be located on an existing, fully
developed lot and the proposed use will occupy a portion of the existing building located on the lot. The existing
building has been occupied by other industrial/office uses in the past and, therefore, the proposed use will not affect
or impact the existing environmental conditions of the site or surrounding properties.

13 1. The Specific Plan Amendment is consistent with the General Plan. Industrial Policy
C.9 of the Land Use Element encourages ancillary or secondary uses within the
14 Planned Industrial (PI) Land Use designation by Minor Conditional Use Permit
when those uses provide support or services for other primary industrial uses and
15 the employees working in the primary uses. By allowing "Educational Facilities,
.,- Other" uses such as trade schools, training institutions or similar educational uses,
services can be provided to the employees that work in the industrial areas. Easier
17 access to these types of educational facilities can assist employees in training
opportunities, professional development and career enhancement. The Amendment
18 also complies with General Plan policies relating to enhancing the economic viability
of the industrial area. Finally, airport operations will not be impacted consistent
with General Plan policies in that any "Educational Facilities, Other" use must be
20 located outside of the Airport Flight Activity Zone and the 65bB CNEL noise
contour, as identified in the McClellan-Palomar Airport Comprehensive Land Use
21 Plan (CLUP).
22 2. Specific Plan 181 is the implementing document for the Zoning Ordinance
applicable to the property. By amending the Specific Plan, the project is consistent
with the Zoning Ordinance as further described in the Staff Report.

3. The Specific Plan Amendment is consistent with the Comprehensive Land Use Plan
25 (CLUP) for McClellan-Palomar Airport and the San Diego County Regional
Airport Authority approved a Consistency Determination for the project on June 7,
2007. The amendment proposes to restrict "Educational Facilities, Other" uses to
27 locations outside of the Flight Activity Zone and the 65dB CNEL noise contour, as
identified in the CLUP. If located within the 60dB CNEL noise contour, noise
28 attenuation would be required. In addition, such facilities would be restricted to
adult students only (18 years and older) in order not to allow educational uses for

children to be located in close proximity to the airport. With these restrictions, the
2 proposed project is consistent with the Comprehensive Land Use Plan.
3 4. The Specific Plan Amendment requires the approval of a Minor Conditional Use
Permit for any "Educational Facilities, Other" use. By requiring a Minor
Conditional Use Permit, the proposed amendment ensures that concerns such as
- compatibility of use, traffic, parking, etc. can be addressed and the "Educational
Facilities, Other" uses can be conditioned as necessary.

5. All necessary public facilities, including those required by the Growth Management
7 Ordinance and the Local Facilities Zone 5 Management Plan have already been
provided within the boundaries of Specific Plan 181.
6. The existing streets and thoroughfares within the boundaries of the Specific Plan are
suitable and adequate to carry the existing traffic thereon.

7. As restricted by the Specific Plan Amendment, proposed "Educational Facilities,
Other" uses will be appropriate in the area. The design and development standards of the
Specific Plan are such as to create an environment of sustained desirability and stability
and to protect existing uses in the Specific Plan area from any adverse effects.

8. Appropriate measures are proposed to mitigate any adverse environmental impact as
14 noted in the negative declaration for the project.

Staff is authorized and directed to make, or require Developer to make, all corrections

I. RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolution No. 6320
RECOMMENDING ADOPTION of a Negative Declaration and ADOPT Planning
Commission Resolution No. 6321 RECOMMENDING APPROVAL of Specific Plan
Amendment 181 (F) subject to the findings contained therein.
II. INTRODUCTION
This is a request for a Minor Specific Plan Amendment (SPA) to the Carlsbad Airport Centre
Specific Plan (SP 181). SP 181 is located on the north side of Palomar Airport Road and adjacent
to the south, east and west sides of the McClellan-Palomar Airport. The Specific Plan area has a
General Plan Land Use designation of Planned Industrial (PI) and is zoned Planned Industrial (P-
M). This request is being made by the San Diego Golf Academy in order to allow the Academy
to operate in an existing building located within the boundaries of the Specific Plan at 1950
Camino Vida Roble. The San Diego Golf Academy is a private educational institution that trains
adult students for professional operating and management positions in the golf industry. The
Specific Plan does not presently permit any type of educational facilities to be located within its
boundaries and, therefore, an amendment to the Specific Plan is required. The amendment
would add "Educational Facilities, Other" (as defined in Section 21.04.137 of the Zoning
Ordinance) as a permitted use in the Specific Plan subject to the approval of a Minor Conditional
Use Permit and other restrictions as described in the Staff Report.
HI. PROJECT DESCRIPTION AND BACKGROUND
The proposed project is a request to amend Specific Plan 181 to add "Educational Facilities,
Other" to the list of permitted uses in Area 1 of the Carlsbad Airport Centre Specific Plan. The
amendment would modify Section III. Permitted Uses, A. Area 1 of the Specific Plan. This
section presently lists 10 permitted uses and the proposal is to add a No. 11 which would read as
follows:
"11. Educational Facilities, Other as defined in Section 21.04.137 of the Zoning
Ordinance subject to a Minor Conditional Use Permit and where the facility is for
adult students (18 years and older) exclusively, and is located entirely outside of

The proposed, detail-oriented wording of the amendment is important for several reasons.
Section 21.04.137 of the Zoning Ordinance defines "Educational Facilities, Other" as follows:
"Educational training and tutoring services not subject to the California
Educational Code or standards set by the State Board of Education, including but
not limited to trade, cosmetology, pet grooming, music, dance, marital arts,
gymnastics and language."
The purpose of this definition is to distinguish these types of facilities from typical educational
institutions or schools such as nursery, elementary, and high schools.
Section 21.04.140 defines an "Educational Institution or School" as follows:
"Institution of learning for minors, whether public or private, which offers
instruction in those courses of study required by the California Education Code or
which is maintained pursuant to the standards set by the State Board of Education.
This definition includes a nursery school, kindergarten, elementary school, junior
high school, senior high school or special institution of higher education,
including a community or junior college, college or university."
The proposed SPA would allow for "Education Facilities, Other" uses but would not allow for
"Educational Institution or School" uses within the boundaries of Specific Plan 181. The
wording would also restrict "Educational Facilities, Other" uses to adult students only.
Educational facilities that might have children, such as music, dance, or gymnastic facilities,
would not be permitted. This restriction would make potential educational uses more appropriate
in an industrial area where it could provide a needed service or facility to benefit the educational
and training needs of adult employees working in the area.
By requiring a Minor Conditional Use Permit, the proposed amendment ensures that issues such
as compatibility of use, traffic, parking, etc. can be addressed and the proposed facility could be
conditioned as necessary. Finally, the proposed amendment contains restrictions regarding the
location of proposed "Educational Facilities, Other" uses near the airport. The facility would not
be permitted if it is in the Flight Activity Zone or within the 65 dB CNEL noise contour, as
identified in the McClellan-Palomar Airport Comprehensive Land Use Plan (CLUP). These
airport-related restrictions are being proposed as a result of consultation with the staff of the San
Diego County Regional Airport Authority. A copy of the entire Section III of Specific Plan 181
with the addition of the proposed use is attached to the staff report as Attachment 6. Staff has
determined that the request is a minor amendment of the Specific Plan because it is only adding
minor text to a portion of the existing Specific Plan.
The primary purpose of requesting this Specific Plan Amendment at this time is to allow the San
Diego Golf Academy (SDGA) to occupy a portion of an existing building at 1950 Camino Vida > \A

Roble which is located within the boundaries of Area 1 of Specific Plan 181. The San Diego
Golf Academy is part of a nationally recognized and accredited educational institution (Golf
Academy) that trains adult students for professional operating and management positions in the
golf industry. The Golf Academy presently has facilities in five national locations (refer to letter
from the President of SDGA Attachment 7). San Diego Golf Academy (SDGA) is presently
located in Vista but desires to move to Carlsbad for a larger facility and to take advantage of the
numerous other golf-related facilities and uses in the city.
The existing building at 1950 Camino Vida Roble was selected by SDGA because it was
developed with parking that exceeds most other industrial/office buildings as well as exceeding
Carlsbad's parking requirements. The Carlsbad Zoning Ordinance requires one parking space
for every 400 square feet of floor space for industrial uses and one space for every 250 square
feet of floor space for office uses. The building at 1950 Camino Vida Roble has 604 parking
spaces which provides a ratio of one parking space for every 206 square feet of floor area. This
exceeds the Zoning Ordinance requirement by over 100 spaces even if the subject building was
devoted entirely to office uses. SDGA's current student population is 180 students but only 1/3
to 1/2 of the student population (60 to 90 students) would be at the building at any one time,
along with approximately 23 employees and instructors.
SDGA proposes to locate in the most northeasterly portion of the existing building. The building
contains 124,504 square feet of floor space and SDGA would occupy approximately 20,000
square feet as shown on the exhibits attached to the staff report (Attachment 8). The proposed
facility would contain classrooms, administrative offices, conference rooms and an indoor
training area to be used for uses such as video instruction, club fitting, and club repair. SDGA
has applied for a Minor Conditional Use Permit to occupy a portion of the building which is an
administrative permit that can be approved by the Planning Director. The Minor Conditional
Use Permit (MCUP 07-07) will be conditioned appropriately and be reviewed by the Planning
Director subject to the approval of the Specific Plan Amendment (SP 181 (F)) by the Planning
Commission and the City Council.
IV. ANALYSIS
The proposed project, SP 181 (F), is subject to the following plans and ordinances:
A) General Plan;
B) Zoning Ordinance;
C) Specific Plan 181, Carlsbad Airport Centre;
D) Comprehensive Land Use Plan for McClellan-Palomar Airport; and
E) Growth Management Ordinance.
The recommendation for approval of this project was developed by analyzing the project's
consistency with the applicable plans and ordinances. The project's compliance with each of the
above plans and ordinances is discussed in this section of the staff report.
A. General Plan
Specific Plan 181 has a General Plan Land Use designation of Planned Industrial (PI). The Land
Use Element of the General Plan contains policies relating to development and uses in the

Planned Industrial areas of the City. Policy C.9 encourages ancillary or secondary uses within the
PI designation by Conditional Use Permit when those uses provide support or services for other
primary industrial uses and the employees working in the primary uses. By allowing
"Educational Facilities, Other" uses such as trade schools, training institutions or similar
educational uses, it can provide a service to the employees that work in the industrial areas.
Easier access to these types of educational facilities can assist employees in training
opportunities, professional development and career enhancement. The project is consistent with
Policy C.9 and other policies of the General Plan as shown in Table A below:

B. Zoning Ordinance
Specific Plan 181 is an implementing document for the Zoning Ordinance. The Specific Plan is
located in the Planned Industrial Zone (P-M). The Specific Plan incorporates and implements all
the applicable standards and regulations of the P-M Zone. Similar to policies contained in the
General Plan, the P-M Zone allows certain ancillary or support uses that provide a service to the
employees working in the P-M Zone. Specific Plan 181 lists the P-M Zone uses that would be
permitted within the boundaries of the Specific Plan. By formally amending the Specific Plan to
include "Educational Facilities, Other" uses to the list of permitted uses, SP 181 (F) will be in
compliance with the Zoning Ordinance.
C. Specific Plan 181, Carlsbad Airport Centre
Specific Plan 181 presently lists all the uses that are permitted within the boundaries of the
Specific Plan. The proposed amendment to the Specific Plan (SP 181 (F)) will add "Educational
Facilities, Other" to the list of permitted uses within Area 1 of the Specific Plan subject to the
approval of a Minor Conditional Use Permit. By formally amending the Specific Plan to add this
use, the project will be consistent with Specific Plan 181. In addition, by requiring a Minor
Conditional Use Permit for the use, compatibility with other uses in the Specific Plan can be
addressed and compliance of the use with all provisions and standards of the Specific Plan can be
ensured.

D. Comprehensive Land Use Plan for McClellan-Palomar Airport
Specific Plan 181 is located within the boundaries of the Comprehensive Land Use Plan (CLUP)
for McClellan-Palomar Airport and the proposed amendment of the Specific Plan (SP 181 (F))
must be found to be consistent with the Airport Land Use Plan. The proposed amendment will
add an additional use to the list of permitted uses within Area 1 of the Specific Plan. The
additional use, "Educational Facilities, Other", could be impacted by the airport if further
restrictions were not placed on the location of the use. As a result, the amendment proposes to
restrict the use to location outside of the Airport Flight Activity Zone and the 65 dB CNEL noise
contour as identified in the CLUP. If located within the 60 dB CNEL noise contour, noise
attenuation would be required.
Finally, the use would be restricted to adult students exclusively (18 years and older) in order to
not allow educational facilities for children to be located in close proximity to the airport. With
these restrictions, the proposed amendment to the Specific Plan can be found to be consistent
with the Comprehensive Land Use Plan for the Airport. These restrictions were developed in
consultation with the staff of the San Diego County Regional Airport Authority. The San Diego
Golf Academy proposes to locate in an existing building located outside of the Flight Activity
Zone and the 65dB CNEL noise contour and will only have adult students. As such, on June 7,
2007, the San Diego County Regional Airport Authority approved a Consistency Determination
for the Specific Plan Amendment and the San Diego Golf Academy project.
E. Growth Management Ordinance
Specific Plan 181 is located in Local Facilities Management Zone 5. The area within the
Specific Plan has been developed for some time and all of the applicable facilities required by
the Growth Management Ordinance and the Zone 5 Plan have been previously provided. The
proposed amendment to Specific Plan 181 will not impact any of these existing facilities. The
San Diego Golf Academy is proposed to be located in an existing building where all the required
services and facilities have already been provided. Therefore, SP 181 (F) is consistent with the
Growth Management Ordinance.
V. ENVIRONMENTAL REVIEW
Staff conducted an environmental impact assessment to determine if the project could have a
potential significant effect on the environment pursuant to CEQA guidelines and the
Environmental Protection Ordinance (Title 19) of the Carlsbad Municipal Code. The assessment
did not identify any potentially significant impacts that would be caused by the proposed project.
As a result, the Planning Director issued a Notice of Intent to Adopt a Negative Declaration for
the project on May 25, 2007. No comments were received during the 20 day public review
period (May 25 through June 14, 2007).

III. PERMITTED USES
A. AREA 1
Area 1 is designated for light and medium industrial uses, research and
development uses, industrial support and service uses, and business and professional office
uses, provided that such uses are confined within a building or buildings and do not contribute
excess noise, dust, smoke, vibration, odor or toxic or noxious matter to the surrounding
environment nor contain a high hazard potential. Uses permitted in the Carlsbad Airport Centre
will not produce any of the following:
1. Noise in excess of 70 decibels (American Standard for noise level meters):
a. For a cumulative period of more than 30 minutes in any hour; or
b. Plus 5 decibels for a cumulative period of more than 15 minutes in
any hour; or
c. Plus 10 decibels for a cumulative period of more than 5 minutes in
any hour; or
d. Plus 15 decibels for a cumulative period of more than 1 minute in
any hour; or
e. Plus 20 decibels for any period of time;
2. Vibration, heat, glare, or electrical disturbances beyond the boundaries of
the site;
3. Air pollution detectable by the human senses without the aid of
instruments, beyond the boundaries of the site;
4. Emissions which endanger human health which can cause damage to
animals, vegetation or property, or which can cause spilling at any point
beyond the boundaries of the site;
5. Odor detectable by the human senses without aid of instruments beyond
the boundaries of the site.
All wastes discharged into the wastewater discharge system will meet City standards.
All uses shall conform to the general development concepts for a high-quality
business park, with all standards and restrictions established by this plan and with CC&Rs.
Specifically, the following uses are permitted in Area 1:
1. Uses primarily engaged in research activities, including research
manufacturing such as, but not limited to, the following:
a. Biochemical;
b. Chemical;

excluding equipment rental yards.
5. Industries engaged in the distribution and/or storage or warehousing of
products similar to those listed in other permitted uses in this group.
6. Construction industries such as general contractors, electrical contractors,
plumbing contractors, etc., and their accessory and incidental office uses.
7. Blueprinting, photostatting, photo-engraving, printing, publishing, and
bookbinding.
8. Administrative and professional offices, limited to a) offices which are
associated with any permitted industrial use or b) offices which do not
attract nor are primarily dependent upon business customers visiting the
office. Permitted offices include, but are not limited to, corporate offices,
regional offices, general offices, and such professional offices as
accountants, attorneys, engineers, architects, and planners. Prohibited
offices include, but are not limited to, banks and financial institutions,
medical and dental offices, employment agencies, real estate agencies,
and travel agencies.
9. Employee cafeteria, cafe, restaurant, or auditorium accessory with and
incidental to a permitted use (intended primarily for the express use of
those persons employed at the firm or use where such incidental use is
applied).
10. Accessory uses and structures when related and incidental to a permitted
use such as, but not limited to, food preparation, food service, and eating
facilities.
11. Educational Facilities, Other: As defined in section 21.04.137 of the Zoning
Ordinance subject to a Minor Conditional Use Permit and where the facility

San Diego Golf Academy (SDGA) is a private institution that trains students for
operating and management positions in the golf industry. We were established in 1974
and are the oldest, largest, best known and most highly regarded golf management
program in the United States. There are a large and growing number of golf facilities and
golf related businesses in the U.S. and a tremendous amount of competitive pressure
within the industry. These factors create an ongoing need for personnel with a combined
golf/business background. SDGA's mission is to prepare students to fill these positions
in the business of golf.
Our proposed Carlsbad facility is designed to effectively train diese future golf industry
employees through a combination of classroom and practical training. The facility will
consist of 7 executive offices for our regional staff, 2 conference rooms, 2 computer labs,
5 classrooms (approx 500 sq ft), a library, a golf club repair training room, and an indoor
training area used to educate our students on the fundamentals of clubfitting, video
analysis, and golf facility operations. Our current student population of 180 divides their
time between our campus, Carlsbad Golf Center & Olympic Driving Range, and local
area golf courses - typically 1/3 to 1/2 of the population is on site at a given time. Each
year SDGA books nearly 20,000 rounds of golf on North County courses and purchases
more than 40,000 buckets of range balls at Carlsbad practice facilities.
Carlsbad is an ideal location due to its deep ties to the golf industry as well as the
availability of hotels, restaurants, golf courses, practice facilities and rental properties in
the area. Approximately 90% of our students relocate from out of the region to attend
SDGA and many of them seek apartments of other home rentals for their time in
Southern California. Additionally, a majority of SDGA students visit the campus prior to
enrolling and the proximity of both the airport and hotels in Carlsbad make diis location a
very attractive option.
To guarantee the success of our employment training, SDGA operates Golfutures.com,
an online employment service available only to SDGA graduates. SDGA places more
man 85% of its graduates in the field within 6 months of graduation.

Bill Hofman, Hofman Planning and Engineering, 5900 Pasteur Court, Suite
150, Carlsbad, gave a brief presentation and stated he would be available to
answer any questions the Commission or members of the audience may have.
Commissioner Montgomery asked what type of services the academy would
provide. Mr. Feeny stated the San Diego Golf Academy is a career college that
offers an Associates Degree and trains people to work in the golf industry.
Commissioner Montgomery asked what the placement record is for graduates
of the Academy, Mr. Feeny stated approximately 85% throughout the history of
the school.
Commissioner Boddy asked how many people would be employed at the
facility. Mr. Feeny stated it would vary, but approximately 15 employees and
15 adjunct faculty would be employed.
Chairperson Baker asked if any member of the audience wished to speak on
Agenda Item 3; seeing none she opened and closed Public Testimony.

4. CDP 06-30 - TABATA BLACKRAIL ROAD ESTATES - Request for approval
of a Coastal Development Permit to allow for the construction of 16 single-
family residences on a 5.64 acre site generally located on the east side of
Black Rail Road, south of Poinsettia Lane, in the Mello II Segment of the
Local Coastal Program and Local Facilities Management Zone 20.

Commissioner Cardosa recused himself due to the proximity of his personal
residence to the project site.

Diego, gave a brief presentation and stated he would be available to answer
any questions the Commission or members of the audience may have.
Commissioner Douglas stated she is award of neighborhood concerns with
recreational vehicle (RV) parking at the site and asked if the proposed
development has a Homeowner's Association (HOA) and CC&R's in place. Mr.
O'Boyle stated that it does and the CC&R's were recorded with the final map.
He added there is a requirement that RV parking be required for about 10
percent of the units.
Mr. Funk reviewed the plotting map and pointed out that the CC&R's
restrict RV parking to the side yard and require that it be fenced. He pointed
