REQUEST FOR OUT-OF-STATE TRAVEL TO ATTEND THE
NORTH AMERICAN SURFACE WATER QUALITY
CONFERENCE IN PHOENIX, AZ

RECOMMENDED ACTION:
Adopt Resolution No. 2007-221 approving an out-of-state travel request for one designated
Engineering Department staff member to attend the annual North American Surface Water Quality
Conference and Exposition (StormCon) in Phoenix, AZ.
ITEM EXPLANATION:
Engineering staff ensures the City is in compliance with the EPA's National Pollution Discharge
Elimination System (NPDES) Phase II permit program through the preparation, inspection, and
enforcement of construction permits. As water quality standards continue to evolve, it is necessary to
attend training such as the subject conference to ensure that staff remains current with water quality
issues, NPDES program requirements, and product technology.
This is a nationwide conference which is in its 6th year. Municipal professionals, state and federal
government officials, consultants, developers, engineers, and vendors engage in a four-day learning
and networking experience which will focus on the NPDES phase II permit program and storm water
quality programs. Staff will receive updated information on federal, state, and local regulations,
construction best management practices (BMP), storm water program management, water quality
monitoring and technical testing of BMP's.
The City of Carlsbad is requesting that one designated Engineering Department staff member attend
the above conference scheduled for August 20 through August 23, 2007.
FISCAL IMPACT:
The cost to attend the conference will be approximately $1,750 which includes travel, lodging,
registration, and meals. Funds are available in the Engineering Department budget to cover all
estimated costs. Funds will be transferred from In-State Travel to Out-of-State Travel.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, CALIFORNIA, APPROVING AN OUT-OF-STATE TRAVEL
REQUEST FOR ONE DESIGNATED ENGINEERING DEPARTMENT
4 STAFF MEMBER TO ATTEND THE ANNUAL NORTH AMERICAN
SURFACE WATER QUALITY CONFERENCE AND EXPOSITION
(STORMCON) IN PHOENIX. AZ.
6 WHEREAS, the City Council concurs that it is in the public interest to authorize
7 out-of-state travel for one designated City staff member to attend the annual North American
8
Surface Water Quality Conference in Phoenix, AZ; and
9
WHEREAS, the City Council recognizes that this is an opportunity to obtain valuable
10
education; and
11
WHEREAS, funds are available in the amount of $1,750 in the FY 2007-2008
12
Engineering Department budget.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

California, as follows:

1. That the above recitations are true and correct.

2. That permission is granted for one designated Engineering Department staff
17
member to travel out-of-state to attend this conference.
