ITEM EXPLANATION:
Janis Way is uncontrolled where it intersects Donna Drive in a four-leg configuration and is a
low-volume residential street. The daily traffic volume on Donna Drive northerly of Chestnut Avenue is
about 1,100 vehicles per day based upon November 2006 traffic counts.
Staff received several citizen requests to study the intersection to determine if right-of-way
assignment via the installation of regulatory signs was necessary. A traffic study was initiated and
determined that warrants for an all-way stop were not met to establish an all-way stop.
A subsequent traffic study was conducted to determine if the safe approach speed for drivers on
Janis Way approaching Donna Drive was less than 10 miles per hour. The 10 mile per hour safe
approach speed distance allows a driver on Janis Way to view approaching vehicles on Donna Drive
and then slow or stop to avoid a conflict with vehicles on Donna Drive. If the safe approach speed is
less than 10 miles per hour, placement of a stop sign on Janis Way could be considered at its
intersection with Donna Drive.
Results of the field study determined that large trees and a fence on Donna Drive south of the
intersection on both the southeast and southwest corners of the intersection reduced the sight
distance available to a driver on Janis Way to view northbound approaching vehicles on Donna Drive.
The available clear approach sight triangle distance to view northbound vehicles on Donna Drive is
less than the minimum distance required for the 10 mile per hour approach speed of a vehicle on
Janis Way. Consequently, vehicle conflicts in the intersection may be minimized by installing a stop
sign on both legs of Janis Way.
The Traffic Safety Commission reviewed this matter at their meeting of June 4, 2007. By a 4-0 vote,
the Commission recommended that stop signs be installed on Janis Way at its intersection with
Donna Drive.
In the past, stop signs were installed on other side streets that intersect Donna Drive. These locations
are also included in the attached ordinance.

ENVIRONMENTAL IMPACT:
The installation of an official traffic control device is a project that is a Class 1 categorical exemption
(minor alteration of existing structure or facility) and is, therefore, exempt from the environmental
review process under the provisions of the California Environmental Quality Act (CEQA), section
15301(c).
FISCAL IMPACT:
The installation of a stop sign, limit line, and stop legend on both legs of Janis Way will cost about
$1,000.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER
10.28 OF THE CARLSBAD MUNICIPAL CODE TO REQUIRE
4 STOPS ON JANIS WAY AT ITS INTERSECTION WITH
DONNA DRIVE.

The City Council of the City of Carlsbad, California, hereby ordains as follows:

SECTION 1: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended
by the addition of Section 10.28.930 to read as follows:

"10.28.930 Donna Drive. Drivers shall stop where the following
a described streets intersect Donna Drive:
iQ Falcon Drive
Basswood Avenue
j j Gayle Way
Janis Way."
12 EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption;
13 and the City Clerk shall certify the adoption of this ordinance and cause it to be published at least
14 once in a newspaper of general circulation in the City of Carlsbad within fifteen (15) days after its
15 adoption.
