RECOMMENDED ACTION:
Receive presentation from the San Diego Association of Governments (SANDAG) Energy
Working Group
ITEM EXPLANATION:
The City Council provides an opportunity for citizens and organizations to have an item placed
on a City Council Agenda by submitting a letter to the City Manager. Attached is a request
(Exhibit 1), from Henry Arbarbanel, Chairman of SANDAG's Energy Working Group, to provide
the City Council with an update of the Working Groups activities.
There is no Council action required at this time.

None.
ENVIRONMENTAL IMPACT:
None.

State of California “Loading order”Order in which additional power projects or energy savings are to be considered; now State law:electricity supplies would be procured by firstinvesting in energy efficiency, secondin demand response and conservation measures, thirdthrough renewable energy sources to meet the state’s renewable portfolio standard, and lastlythrough other energy sources.Including efficient fossil fuel sources and transmission
EWG has considered the San Diego region’s demand for energy, especially electricity.We agree with SDG&E and others that the SD region will need about 100MW annually of available power to keep up. We now have about 4000 MW available*So over the next 10-15 years, we need about 1000MW—where are we going to get it while preserving the environment, reducing greenhouse gases, and meeting other goals: clean air, clean water, … ?*Easy energy math: each home needs about 1.3 kW of power. We have nearly 3 million residents, so 4000 MW is correct. Accounting for commercial uses makes this a good way to estimate.
Always we put energy efficiency first: compact fluorescent lightbulbs, efficient washing machines and refrigerators, …Secondly reduce demand: turn off lights when not in the room, use air conditioners less, use computers, when possible, in off peak hours—not afternoons, …Third, use renewable resources when possible—rooftop solar panels for electricity, thermal panels for hot water and pool heating, wind power where the wind blows“son of Carlsbad” coming soon---municipal savingssaved Carlsbad 13% of municipal energy costs, $200K annually---two more cities this year
In region energy efficiency and reduction in demand---depends on behavior of many, many individualsIn region solar---about 300 MW out of 1000 MW needed, we may need to import power from renewable sources.Importing renewable energy may be a good optionOK, if we agree to import—and not everyone agrees,Then how shall we do it?Two big criteria: (A) Cost of the transmission project —translates to rates(B) Assurance that renewable energy will be importedIf (B) is not assured, then transmission, to import power, is at the very bottom of the loading order
For the importing energy via transmission lines we have two competing projects. Transmission line math: transmission lines cost $10 million per mile—round numbers.Weshould choose, since there is a choice, actually:Sunrise, imports from the East at $1.3 billionFrom the North: Mohave to Escondido at $350 million
