AUTHORIZATION TO ADVERTISE FOR BIDS FOR
PICNIC SHELTERS AT STAGECOACH AND
CALAVERA HILLS COMMUNITY PARKS, CITY

RECOMMENDED ACTION:
Adopt Resolution No. 2007-227 authorizing the City Clerk to advertise for bids for construction of
the picnic shelters at Stagecoach and Calavera Hills Community Parks, City Project No. 39361.
ITEM EXPLANATION:
In the past few years, staff has noticed that there was an increased need for additional picnic areas at
Stagecoach Community Park and requested funding for a picnic shelter in the Capital Improvement
Program Budget, which the City Council subsequently approved and appropriated funding for in the
City's 2005-06 CIP Program.
Since that time, staff determined that the best location for the new picnic shelter would be to replace
the seldom used sand volley ball courts at Stagecoach Park with a group picnic shelter. This picnic
area will provide for an additional 8 picnic tables to meet the increased demand for picnic activities at
the park. The location will serve users of the ball fields as well as other park users. Exhibit 2,
(attached) indicates the location for the proposed picnic shelters at Stagecoach Park
In addition to the increased need for picnic areas at Stagecoach Park, Recreation staff also recently
became aware of an increased need for picnic facilities at Calavera Hills Community Park. Funding in
the amount of $40,000 became available for this amenity as part of an arrangement made with Sprint
Cellular to allow installation of cell phone receiver equipment on an existing sports light pole in the
park. This picnic facility will be a pre-fabricated, fabric shade structure with a concrete pad that would
support 4 picnic tables and will be located between the main parking lot and the existing tot lot,
replacing a single picnic pad. Exhibit 3, (attached) indicates the location for the proposed picnic area
at Calavera Hills Community Park.
In addition to the shade structures at each park, each picnic area will provide tables, barbeque grills,
trash receptacles, hot coal dispensers, ADA accessible walkways and concrete pads for all the picnic
amenities.
Bidding out these two projects together (Stagecoach and Calavera Hills picnic shelters) should
produce better pricing and therefore, they have been combined. Plans and specifications have been
completed and are on file in the Recreation Department.
FISCAL IMPACT:
Funds have been allocated in the Fiscal Year 2007-8 Capital Improvement Program budget for the
picnic shelter at Stagecoach Community Park in the amount of $100,000. It is estimated that funds
are adequate to cover construction costs of the shelter at Stagecoach Community Park.

Funds in the amount of $40,000 (received from Sprint Cellular) will come from the Recreation
Department's Operating Budget. Staff is recommending that these funds be used to provide the new
picnic facilities at Calavera Hills Community Park. A summary of the project funding is outlined below.

ENVIRONMENTAL IMPACT:
Plans have been reviewed by the Planning Department and have been found to be consistent with
Conditional Uses previously approved per Planning Commission Resolution No. 2442 approved
March 26,1985 for Stagecoach Park and CUP 266A for Calavera Hills Community Park.

WHEREAS, the City Council of the City of Carlsbad, California, has determined it
7 necessary, desirable, and in the public interest to construct picnic shelters at Stagecoach and
8 Calavera Hills Community Park; and
9 WHEREAS, funds have been appropriated in the fiscal year 2007-08 Capital
10 Improvement Program Budget for the construction of a picnic shelter at Stagecoach Community
11 Park; and
12 WHEREAS, funds have been collected from the construction of a cell site and are
13 available in the Recreation Department's budget in the amount of $40,000 for construction of the
14 picnic shelter at Calavera Hills Community Park; and
15 WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
16 equipment, transportation, and other expenses necessary or incidental to the construction of
17 picnic shelters at Stagecoach and Calavera Hills Community Park, Project No. 39361, have been
18 prepared and are on file in the Recreation Department of the City of Carlsbad and are
19 incorporated herein by reference.
20 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:

1. That the above recitations are true and correct.

2. Funds have been appropriated in the fiscal year 2007-08 Capital Improvement
Program Budget in the amount of $100,000 for the construction of a picnic
shelter at Stagecoach Community Park.

3. Funds have been collected from the construction of a cell site to be used for park
improvements at Calavera Hills Community Park and such funds are available in

1 the Recreation Department's operating budget in the amount of $40,000 for the
2 construction of a picnic shelter at Calavera Hills Community Park.
3 4. That the plans, specifications and contract documents for the picnic shelters at
4 Stagecoach and Calavera Hills Community Park, Project No. 39361 are on file in
the Recreation Department of the City of Carlsbad and are hereby approved.
5. That the City Clerk of the City of Carlsbad is hereby authorized and directed to
publish, in accordance with State law, a Notice to Contractors Inviting Bids for the

construction of Picnic Shelters at Stagecoach and Calavera Hills Community
9 Park, City Project No. 39361, in accordance with the plans, specifications, and
