HEAD S^y CITY ATTY. <&£ CITYMGR. ^l>p RECOMMENDED ACTION: Adopt Resolution No. 2007-228 accepting a donation of goods and services made to the Leo Carrillo Ranch Historic Park in the amount of twelve thousand dollars ($12,000) from the North Coast Church. ITEM EXPLANATION: On April 28 and 29, 2007, more than 85 volunteers from North Coast Church converged on the Leo Carrillo Ranch Historic Park to perform community service during their inaugural "Weekend of Service" event. The church membership was encouraged to go out and serve their community, rather than attend the usual weekend services. Casey Yorman, Community Services Pastor for North Coast Church noted that their 6,500 members made a tremendous impact on the community in only two days by helping to complete big renovation projects and numerous other smaller projects as well. The City of Carlsbad Parks and Recreation Departments were a direct beneficiary of North Coast Church's outstanding efforts when their enthusiastic volunteers contributed nearly 385 hours of combined work performance during their two days at the Ranch, including trail building and maintenance, installation of an Americans with Disabilities Act (ADA) accessible picnic shelter pad and walkway, extensive landscaping renovations and improvements, and various painting projects. With assistance from City staff, more than 31 tons of stabilized decomposed granite was hand shoveled, spread, watered and compacted on walkways, and underneath a newly constructed picnic shelter to provide necessary ADA access. For the landscaping project, 90 assorted one gallon geraniums, agapanthus, creeping rosemary, Mexican Sage, Poor Man's Orchids, bougainvilleas, lavender, Tea Trees, and Birds of Paradise were skillfully laid out and planted. Planters surrounding the historic Hacienda were weeded, raked, and new wood chips were spread throughout. Several hundred feet of white wood plank fencing was sanded and painted giving a fresh, new look to the parking lot area and park access roads. In addition to their volunteer service, North Coast Church also generously donated all of the tools and supplies necessary to complete the projects. Donations included paint and paint supplies, plants, planting mix, fertilizer, decorative clay pots, sand, rakes, shovels, gloves and trash bags. After the project was completed, all of the tools and remaining supplies were donated to the Ranch for the use and benefit of future projects. The two day service project saved the City of Carlsbad's general fund an estimated $12,000 in goods and services. The City of Carlsbad Recreation Department is committed to building strong community through service projects such as this, and wishes to acknowledge and recognize the many talented volunteers from North Coast Church that made this extraordinary community service project possible, including Larissa Singleton (Team Leader), Casey Yorman (Community Services Pastor), and Greg Ball (donation of paint and paint supplies). Without their vision, dedication, passion, and efforts, this project would not have been possible. FISCAL IMPACT: The donation of materials, supplies and combined hours of volunteer service represents an estimated $12,000 savings to the City's general fund. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15738, these amendments do not constitute a "project" within the meaning of CEQA and therefore, does not require an environmental review. Approximately 70 volunteers cheerfully descended upon the Ranch to assist with landscaping, painting, and installation of an Americans with Disabilities Act (ADA) accessible picnic shelter pad and access walkways. In my more than 15 years working in various federal, state, and local parks, I have had the opportunity to organize and supervise countless volunteer projects; however, I have never seen or been a part of such a truly extraordinary and amazing volunteer project as the one held at the Ranch last weekend. The Leo Carrillo Ranch Historic Park service project was organized, supervised and implemented by Larissa Singleton. How fortunate we were to have such an incredible and passionate project leader. With the assistance of her dedicated family members, Larissa planned a highly successful project; existing landscaping was improved and enhanced, fences were painted, and a disabled access pathway was restored, making access and use of the site easier for all concerned. The overwhelming generosity of the Church, its members and donors was simply astounding. You arrived well prepared with all of the necessary tools and supplies to complete the tasks at hand; shovels, rakes, plants and pots of all types, paint, brushes, and rollers. I am especially appreciative of the donation of a specialized (and costly) type of stabilized decomposed granite base that is used to build the ADA pathways and picnic shelter pad. Please stop by the Ranch for a visit when you have a moment.
