S%2 CITY MGR. ^fc> RECOMMENDED ACTION: To adopt Resolution No. 2007-237 authorizing the purchase of a fire rescue ambulance from Emergency Vehicle Group, Inc. and replacement equipment, using Council Contingency. ITEM EXPLANATION: On Thursday August 09, 2007 one of the City of Carlsbad's ambulances was stolen and subsequently crashed, while paramedics were delivering a patient to Scripps Encinitas' emergency room. The City's insurance adjuster has declared the ambulance a total loss. The ambulance was a 2006 model with 16,000 miles. The insurance adjuster has yet to determine the actual cash value we are to receive for the vehicle and its damaged contents. The City has property insurance with Lexington Insurance Co. They will cover the actual cash value of the vehicle, less our $25,000 deductible. Our carrier will actively pursue the recovery of our deductible. Additionally, since the ambulance was stolen, victim restitution through the criminal justice system is also an available source for loss recovery. The estimated cost of a new fully equipped ambulance is $166,500. This represents the cost of a new ambulance, $156,670.03, with the remainder for replacement equipment that could not be salvaged from the accident. In accordance with Carlsbad Municipal Code Section 3.28.090, the Purchasing Officer is authorized to purchase equipment through cooperative purchasing programs with other public agencies when the agency has made their purchase in a competitive manner. This vehicle purchase is based upon the formal bidding process extended by Clark County, Nevada and the formal bid received by that agency on July 30, 2003 by the lowest responsible bidder. On October 21, 2004, Clark County, Nevada awarded the bid to Emergency Vehicle Group, Inc. On July 1, 2007 they exercised their option to renew their contract. Emergency Vehicle Group, Inc. currently has an ambulance in production that was slated for another jurisdiction, however that sale fell through. Should we commit to purchasing this vehicle, it would be ready for delivery by December 15, 2007. The September 2007 price per ambulance as manufactured by Emergency Vehicle Group for Carlsbad is $156,670.03. Any reimbursements the City receives will be deposited into the General Fund. The estimated cost of the fully equipped ambulance is $166,500. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15738, this does not constitute a "project" within the meaning of CEQA and therefore, does not require an environmental review. EXHIBIT 1 1 RESOLUTION NO. 2007-237 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE 3 PURCHASE OF A FIRE RESCUE AMBULANCE AND 4 REPLACEMENT EQUIPMENT 5 WHEREAS, the City of Carlsbad wishes to purchase a fire rescue ambulance 6 and replacement equipment; and 7 WHEREAS, Section 3.28.090 of the Carlsbad Municipal Code provides that the o City may participate in cooperative purchasing programs with other public agencies; and WHEREAS, Clark County, Nevada used formal bidding procedures to purchase 11 ambulances; and 12 WHEREAS, Emergency Vehicle Group, Inc. has offered to sell the City of 13 Carlsbad an ambulance for $156,670.03; and 14 WHEREAS, any reimbursement received for the new ambulance and 15 replacement equipment will be deposited to the General Fund. 16 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of 17 Carlsbad, California, as follows: 18 1. That the above recitations are true and correct. 20 2. That the Finance Director is authorized to transfer from the Council 21 Contingency and appropriate in the Fire Department the funds needed to pay 22 for the ambulance and replacement equipment. 23 3.
