Development Group, Inc., for the Poinsettia Sewer Lift Station Upgrade, Project No. 3875, and
appropriation of funds.
ITEM EXPLANATION:
The Poinsettia Lift Station was constructed in 1998 and is located on Poinsettia Lane, east of
Alicante Road. The Poinsettia Lift Station is a major wastewater facility in the City with the capacity to
pump up to 3 million gallons of wastewater per day from three major developments referred to as
Carrillo Ranch, Bressi Ranch, and Villages of La Costa. As part of Engineering and Operations
ongoing facility assessments, a complete review of the Poinsettia Lift Station was made and the
following improvements are required:
• Replace the three existing pumps with new pumps.
• Install an odor control system to reduce any potential impacts to the surrounding community
from odor levels that might occur.
• Install noise abatement modifications and equipment.
On June 19, 2007, the City Council adopted Resolution No. 2007-136 authorizing the advertisement
to receive bids for the Poinsettia Sewer Lift Station Upgrade, Project No. 3875.
On August 2, 2007, eleven (11) sealed bids were received for construction of this project, which are
summarized in Table 1.

The Engineer's Estimate for the project was $400,000. The lowest responsive bid was submitted by
Rangel Development Group. All bid documents submitted by Rangel Development Group have been
reviewed by staff and found to be in order. Staff recommends awarding the construction contract to
Rangel Development Group, in the amount of $484,500. Based on the large number of bids received,
it is not anticipated that rebidding the project would result in a lower bid.
ENVIRONMENTAL IMPACT:
This project is categorically exempt from the environmental review process under Section 15302(c) of
Title 14 of the California Code of Regulations.
FISCAL IMPACT:
The estimated project cost to construct the Poinsettia Sewer Lift Station Upgrade is shown below in
Table 2.

The total project cost is estimated at $669,500 for the construction of the Poinsettia Sewer Lift Station
Upgrade project. It is estimated that additional funds of $124,500 from the Sewer Replacement Fund
is required to complete the project. Sufficient funds are available for additional appropriations.
Options
Staff has considered the issue of increasing the appropriation at this time, and provides the following
options for the Council.
1. Move forward with the award of a construction contract to Rangel Development Group, in the
amount of $484,500 for the Poinsettia Lift Station Improvements, Project No. 3875, and
appropriate funds from the Sewer Replacement fund.
2. Not move forward with the construction of the Poinsettia Lift Station Improvements, Project No.
3875, and not appropriating additional funds from the Sewer Replacement fund. Without the
modifications to the existing sewage lift station to correct pumping deficiencies the reliability of
the sewer lift station will not be maintained. In addition, control of the odor, and noise will
impact nearby residents.
Staff is recommending adoption of Option 1.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING A
CONTRACT FOR THE POINSETTIA SEWER LIFT STATION
4 UPGRADE. PROJECT NO. 3875.
5 WHEREAS, the City Council of the City of Carlsbad, California, desires to replace the
6 existing pumps at the existing sewage lift station and install improvements to control the odor and
7 reduce the noise levels currently produced by the lift station; and
WHEREAS, on June 19, 2007, through adoption of Resolution No. 2007-136, the
City Council approved plans and specifications for furnishing of all labor, materials, tools,y
equipment, transportation, and other expenses necessary or incidental to the Poinsettia Sewer Lift

Station Upgrade, Project No. 3875; and

WHEREAS, eleven (11) sealed bids were received on August 2, 2007 for the
12 construction of Poinsettia Sewer Lift Station Upgrade, Project No. 3875; and
13 WHEREAS, the lowest responsive and responsible bid to construct said project was

submitted by Rangel Development Group, Inc., in the amount of $484,500; and
WHEREAS, the estimated project costs for the Poinsettia Sewer Lift Station Upgrade,
Project No. 3875, is $669,500; and
WHEREAS, the appropriation totaling $545,000 for the Poinsettia Sewer Lift Station
Upgrade, Project No. 3875, is insufficient to complete the project;
. WHEREAS, additional funds in the amount of $124,500 are anticipated to be needed ton y
complete the project; and
WHEREAS, funds are available in the Sewer Replacement fund for completion of the

Project.
22 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
23 California, as follows:
1. That the above recitations are true and correct.
2. That the bid submitted by Rangel Development Group, Inc., in the amount of
$484,500, for the construction of the Poinsettia Sewer Lift Station Upgrade, Project No. 3875,
is hereby accepted and the Mayor is hereby authorized and directed to execute a contract for the
Poinsettia Sewer Lift Station Upgrade, Project No. 3875.
1 3. That the City Manager is hereby authorized to approve construction change
2 orders up to $50,000.
3 4. That the award of this contract is contingent upon the bidder submitting the
4 lowest responsible bid executing the required contract and submitting the required bonds and
insurance policies, as described in the contract, within twenty (20) days of adoption of thiso
resolution. The City Manager may grant reasonable extensions of time.

5. That the Finance Director is authorized to appropriate an additional $124,500
7
from the Sewer Replacement fund for the Poinsettia Sewer Lift Station Upgrade, Project No. 3875.
