ACKNOWLEDGING THE RETIREMENT

RECOMMENDED ACTION:
Adopt Resolution No.2007-250 appropriating funds for the recruitment process for a new City
Manager and appointing the Assistant City Manager as acting City Manager.
ITEM EXPLANATION:
On August 21, 2007 the City Manager announced his intention to retire from the City of
Carlsbad. The purpose of the recommended resolution is to acknowledge the significant and
important contributions of the City Manager during his over 20 years of service to the City
Council, the management team, City employees and to the citizens of Carlsbad. It is also to set
up the process and appropriate funds to begin the recruitment for a new City Manager and to
appoint the Assistant City Manager, acting City Manager during this time.
FISCAL IMPACT:
The hiring and retention of a professional recruiter is estimated to cost approximately $70,000.
ENVIRONMENTAL IMPACT:
This is not a project within the meaning of CEQA and there is no environmental impact and falls
within the general exception of CEQA regulations 15060(c)(3).

2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACKNOWLEDGING THE
3 RETIREMENT OF THE CITY MANAGER AND
4 APPOINTING AN INTERIM CITY MANAGER WHILE THE
RECRUITEMENT PROCESS TAKES PLACE LEADING TO
5 A PERMANENT APPOINTMENT

WHEREAS, the City Manager has announced his intention to retire; and
7
WHEREAS, the City Council accepts that decision and wishes to extend its8
9 profound gratitude for a job well-done through over 20 years of committed and diligent
10 service to the City Council, the management staff and the citizens of Carlsbad; and
11 WHEREAS, the City Council acknowledges the role of the City Manager as a
12 thoughtful and inspirational leader for the betterment of Carlsbad and for the years of
13 thoughtful recommendations and positive implementation of the Council's policies,
14 programs and desires; and
WHEREAS, the City Council recognizes that the City Manager has been an
16
inspirational leader helping to develop a visionary process through which the Council
17
has guided the community and the City Manager has implemented that vision; and
18
WHEREAS, the City Council understands and recognizes the wishes of the City
20 Manager to retire and further recognizes the need for a smooth transition during the
21 time period leading to the appointment of a new City Manager; and
22 WHEREAS, the Assistant City Manager has demonstrated the knowledge, skills
23 and abilities to lead the management organization through this period; and
WHEREAS, the City Council desires to begin the recruitment process for a new
25 City Manager immediately; and

WHEREAS, this process will require the hiring and retention of a skilled
27
professional which will assist the City Council in this process,

1 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
2 Carlsbad, California, as follows:
1. That the above recitations are true and correct.

2. The Assistant City Manager is appointed interim City Manager at a salary
5
of $ 8,077.00 biweekly, effective on September 22, 2007 at noon. The City Council
6
shall review the compensation in accordance with existing policies upon appointment of
the permanent City Manager.
9 3. The sum of $70,000 is appropriated from the City Council's contingency
10 fund to hire and retain a professional recruiter to assist the City Council in the
recruitment process.

of the City of Carlsbad on the 18th day of September, 2007, by the following vote to wit:
AYES: Council Members Lewis, Kulchin, Hall, Packard and Nygaard.
