H/RED 09/25/07 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT FOR CDBG PROGRAM DEPT. HEAD CITY ATTY. CITY MGR. 2007-256 approving the City of Carlsbad's 2006-2007 RECOMMENDED ACTION: Adopt Resolution No. Consolidated Annual Performance and Evaluation Report for the Community Development Block Grant Program. ITEM EXPLANATION: As required by federal regulations for the Community Development Block Grant (CDBG) Program, staff has prepared a Consolidated Annual Performance and Evaluation Report (CAPER) for submission to the U.S. Department of Housing and Urban Development (HUD). The period covered by the CAPER is July 1, 2006 to June 30, 2007. The purpose of the CAPER is to: 1) Report on progress in carrying out the Consolidated Plan Annual Strategy; and 2) Assess the City's annual performance in relationship to meeting the City's overall CDBG priorities. The City of Carlsbad CDBG Program continues to make progress towards meeting National Objectives established by Congress and Local Objectives approved by Council as part of the City's Annual Consolidated Plan. Approximately $377,500 in CDBG funds have been expended during the 2006-2007 program year to assist programs and projects that provide services to lower income Carlsbad residents. A total of thirteen nonprofit public service providers received grants to assist in the funding of operational costs. Grants were also provided to assist in the development of facilities for Lifeline Community Services, Casa de Amparo, and the City's Library Learning Center. The City is required to make the CAPER available to the public for review and comment. A notice was published in a local newspaper announcing the fifteen day public review and comment period, which was initiated on August 1st, and ended on August 16th. No comments were received during the public review period. FISCAL IMPACT: There is no fiscal impact from approving the CAPER. ENVIRONMENTAL IMPACT: There is no environmental impact from approving the CAPER. FOR CITY CLERKS USE ONLY. DEPARTMENT CONTACT: Frank Boensch 760-434-2818 fboen@ci.carlsbad.ca.us 1 RESOLUTION NO. 2007-256 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, TO APPROVE THE 2006-2007 3 CONSOLIDATED ANNUAL PERFORMANCE AND 4 EVALUATION REPORT FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM. 5 WHEREAS, the City of Carlsbad, is a recipient of federal Community 6 Development Block Grant (CDBG) funds administered by the U.S. Department of 7 Housing and Urban Development (HUD);8 9 WHEREAS, a Consolidated Annual Performance and Evaluation Report is 10 required by the U.S. Department of Housing and Urban Development, for review of the 11 City's performance in carrying out its Annual Strategy and in relationship to meeting the 12 City's overall five year priorities and strategies for housing and community development; 13 WHEREAS, the City Council of the City of Carlsbad has considered the City's 14 2006-2007 Consolidated Annual Performance and Evaluation Report for the Community 15 Development Block Grant Program; and 16 WHEREAS, the City Council has taken all testimony into account. 17 NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City 18 of Carlsbad, California, as follows: 20 1 • The above recitations are true and correct. 21 2. That the City of Carlsbad's 2006-2007 Consolidated Annual Performance and Evaluation Report for the Community Development Block Grant Program is 22 hereby approved for submission to the U.S. Department of Housing and Urban Development. £J 24 3.
