REQUEST FOR OUT-OF-STATE TRAVEL TO ATTEND
H2OMAP WATER TRAINING COURSE IN

RECOMMENDED ACTION:
Adopt Resolution No.2007-264 approving an out-of-state travel request for one
designated Engineering Department staff member to attend H2OMAP Water Training Course in
Denver, Colorado, from December 17-18, 2007.
ITEM EXPLANATION:
Engineering staff utilizes the H2OMAP program for modeling the potable water and recycled water
distribution systems in Carlsbad. It serves as the basis for the water and recycled water master plans,
predicts water quality, flow rates, pressures, dynamic fire flow assessment, pump energy and power
cost calculation in the system based on water demands and water supply conditions. Engineering staff
also calibrates the model using actual flow, pressure, and water quality samples and measurements.
This course provides complete knowledge of H2OMAP to be able to create, maintain, run, and
analyze the water distribution system models and databases within a GIS environment while
interfacing with our GIS application software.
ENVIRONMENTAL IMPACT:
Staff training and out-of-state travel is not regulated by the California Environmental Quality Act
(CEQA).
FISCAL IMPACT:
The cost to attend the H2OMAP training is approximately $3,000, which includes registration fee,
flights, shuttles, lodging, and meals. Funds are available in the Engineering Department budget to
cover all estimated costs.

2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
AUTHORIZING OUT-OF-STATE TRAVEL TO ATTEND H2OMAP
3 TRAINING IN DENVER. COLORADO FROM DECEMBER 17-18. 2007.
4 WHEREAS, the City Council concurs that it is in the public interest to authorize
5 out-of-state travel for one Engineering Department staff member to attend H2OMAP training in
6 Denver, Colorado; and
7 WHEREAS, funds are available in the FY 2007-2008 Engineering Department budget for
8 the out-of-state travel.
9 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
10 California, as follows:
11 1. That the above recitations are true and correct.
12 2. That out-of-state travel is hereby authorized in accordance with City policy, for
13 one Engineering Department staff member to attend H2OMAP training in Denver, Colorado, from
14 December 17-18, 2007.
