RECOMMENDED ACTION:
Adopt Resolution No. 2007-282 approving the Sewer System Management Plan (SSMP)
Development Plan and Schedule for the City of Carlsbad sanitary sewer system.
ITEM EXPLANATION:
Order No. 2006-03-DWQ (WDR), issued by the State Water Resources Control Board, pertains to
Waste Discharge Requirements for Sanitary Sewer Systems. All federal agencies, cities, counties,
municipalities and districts that own or operate sanitary sewer systems greater than one mile in length or
which collect and/or convey wastewater to a Publicly Owned Treatment Works (POTW), are required to
comply with the Order.
The proposed action is to adopt and approve the Development Plan and Schedule for the Sewer System
Management Plan (SSMP); one of several milestones of the General State-wide Order. The final SSMP
must be developed, implemented and adopted by August of 2009. Other elements of the SSMP involve
development of a program to limit the discharge of fats, oils and greases, implementing a continuing
process to identify and correct problems, updating our existing Overflow Emergency Response Program,
updating our CIP to ensure adequate capacities for flows, ordinance updates, staff training, ongoing
visual and tv inspection and final adoption by the City Council. A comprehensive Development Plan and
Schedule is attached as Exhibit 1. The final SSMP will come back to the City Council for adoption
before August 2, 2009.
Staff recommends that the City Council adopt the proposed resolution approving the Sewer System
Management Plan (SSMP) Development Plan and Schedule for the City of Carlsbad sanitary sewer
system.
FISCAL IMPACT:
The Development Plan & Schedule introduces elements that may have a fiscal impact when they are
implemented. Currently these impacts are unknown, but will be presented to the Council as necessary.
If the Development Plan and Schedule is not adopted by November 2, 2007, the City will be out of
compliance with the WDR and subject to enforcement actions, which could include civil monetary
penalties.
During the preparation of the FY 2007-08 Wastewater Operating Budget, staff requested additional staff
and equipment to address tasks associated with the mandated timelines in the Development Plan and
Schedule. Council approved a total of $957,707 for six additional staff positions, one combination
jet/vac sewer line cleaning vehicle, and one sewer video inspection van. The total budget for the City's
FY 2007-08 Wastewater Operating Budget is $5.16 Million.

ENVIRONMENTAL IMPACT:
The proposed action qualifies as a Class 1 Categorical Exemption pursuant to Section 15301(b) of the
California Environmental Quality Act (CEQA) Guidelines. This exemption applies to the operation, repair,
maintenance, or minor alteration of existing public or private structures, facilities, and mechanical
equipment involving negligible or no expansion of use beyond that existing at the time of the lead
agency's determination. Section b lists existing facilities that are publicly-owned that are used to provide
sewer services as being exempt from environmental review.

4. Goals

reduce preventable SSO.

6. Overflow Emergency Response Plan

cause, estimate volume, cleanup, sample receiving waters if necessary, incident documentation
& notification & reporting requirements.
d. Train employees on SSO response procedures and SSO monitoring and reporting
program.
7. Legal Authority- Define authority in sewer ordinances, service agreements, or other legally
binding procedures to:
a. Prevent illicit discharges into its wastewater collection system.
b. Require that sewers and connections be properly designed and constructed.
c. Ensure access for maintenance, inspection, and repairs of the lateral owned or
maintained by the Public Agency.
d. Limit the discharge of fats, oils, and grease (FOG) and other debris that may cause
blockages.
e. Enforce any violation of agency's sewer use ordinances.

d. A TV inspection program to identify and prioritize structural deficiencies and
implement short-term and long-term rehabilitation actions to address them.
e. Assess the current capacity of the collection system.
f. Provide equipment and replacement parts inventories for critical equipment
g. Provide training on a regular basis for staff in collection system operation and
maintenance.
h. Implement a sustainable information management system to track & trend the
frequency and volume of SSO
9. Fats, Oils and Grease (FOG) Control Program
Prepare and implement a fasts, oil and grease (FOG) source control program to reduce the
amount of these substances discharged to the sanitary sewer system.
a. Identify sections of the sewer system subject to grease blockages and establish a
cleaning maintenance schedule for each section.
b. Develop and implement source control measures for all known sources of grease
and fats that may be discharged to the sewer system.
c. Authority to inspect grease producing facilities, enforcement authorities.
d. Legal authority to prohibit discharges into the collection system, including grease
removal devices (traps and interceptors), design standards for removal devices, maintenance
requirements, best management practices (BMP), record keeping and reporting requirements,
authority to inspect grease producing facilities and enforcement authority.
10. Design and Construction Standards
a. Develop design and construction standards for the installation of new sewer & for
rehabilitation and repair of existing sewers.
b. Develop standards & procedures for inspection & testing for new, repaired &
rehabilitated sewers, pumps and other appurtenances.
1 1 . System Evaluations and Capacity Assurance Plan
Prepare and implement a capital improvement plan to provide hydraulic capacity of key sewer
system elements under peak flow conditions. (Infiltration and Inflow) (The recommended
elements of the Plan are:
a. Evaluate portions of the collection system experiencing SSOs due to hydraulic
deficiency.
b. Establish a short-and long-term capital improvement program to address identified
hydraulic deficiencies.
c. Update the plan on a regular basis.
12. Monitoring, Measurement and Program Modifications
Evaluate collection system management, operations and maintenance to identify program
effectiveness and seek improvement:
a. Monitor the implementation and, where appropriate, measure the effectiveness of
each element of the SSMP.
b. Update program elements, as appropriate, based on monitoring or performance evaluations.
c. Monitor, measure, and adjust maintenance program and activities to reduce SSOs.
13. Internal Management Audits
a. Conduct periodic internal audits appropriate to the size of the system and the number of
overflows. This audit should focus on evaluating the effectiveness of the management program
and its compliance with the general waste discharge requirements, including any deficiencies
identified and the steps that will be taken to correct them.

a. Communicate on a regular basis with the public regarding the development,
implementation, and performance of its sanitary sewer system.
b. The communication program shall provide the public the opportunity to provide imput
to the Agency as the SSMP program is developed and implemented.
c. Permitted agencies with Satellite systems must create a plan for communication with
Satellite systems that are tributary to the Permittee's sanitary sewer collection system.

5 WHEREAS, the State Water Resources Control Board has issued Order No.

2006-03-DWQ pertaining to Waste Discharge Requirements for Sanitary Sewer

Systems; and
o
WHEREAS, the City of Carlsbad operates a sanitary sewer system that is subject
10 to Order No. 2006-03-DWQ; and
11 WHEREAS; Order No. 2006-03-DWQ mandates that the governing board of the
12 affected sanitary sewer system, provide approval of a Development Plan and Schedule
13 for the Sewer System Management Plan; and
14 WHEREAS, the Development Plan and Schedule has been submitted for
15 governing board review prior to the milestone date.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of

Carlsbad, California, as follows:18
1. That the above recitations are true and correct.

21 Schedule, which is on file with the City Clerk and is incorporated herein by reference, is
