RECOMMENDED ACTION:
Adopt Resolution No.2007-285 accepting bids and awarding the contract to Don Hubbard
Contracting Company for the construction of the Calle Gavanzo Drainage Improvements and
appropriating funds, Project No. 6605, Bid No. PWS08-06ENG.
ITEM EXPLANATION:
The Calle Gavanzo Drainage Improvement project includes the installation of a subdrain connection
to an existing access hole and pavement repairs.
On September 18, 2007, eleven (11) sealed bids were received for construction of this project.
The bids submitted by Bonsall Construction Services, Excel Commercial Constructors, and
Miller Construction had minor math errors resulting in the need to revise their bid totals. Following is a

All bid documents submitted by Don Hubbard Construction Company have been reviewed by staff
and found to be in order. Staff recommends awarding the construction contract to Don Hubbard
Contracting Company in the amount of $51,555.
ENVIRONMENTAL IMPACT:
This project is categorically exempt from the environmental review process under Section 15303(d)
and 15304(f) of Title 14 of the California Code of Regulations. The project is a utility extension that
requires minor trenching and backfilling.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND
AWARDING A CONTRACT FOR THE CONSTRUCTION
OF THE CALLE GAVANZO DRAINAGE IMPROVEMENTS
AND APPROPRIATION OF FUNDS, PROJECT NO. 6605,
BID NO. PWS08-06ENG.
Act pursuant to CEQA Section 15303(d) and 15304(f); and
WHEREAS, eleven (11) sealed bids were received on September 18, 2007 by the

$12,531; and
WHEREAS, there are sufficient funds available in the Gas Tax Fund to complete the15

20 accepted and the Mayor is hereby authorized to execute a contract with Don Hubbard Contracting
1. That the above recitations are true and correct.
2. That the bid in the amount of $51,555 submitted by Don Hubbard Contracting
Company.
3. That the Finance Director is hereby authorized to appropriate an additional
$12,531 from the Gas Tax Fund for the project.

4. That the City Manager is hereby authorized to approve construction change

orders up to $7,750.
25 5. That the award of this contract is contingent upon the bidder submitting the

resolution. The City Manager may grant reasonable extensions of time.28
