11 CITY OF CARLSBAD - AGENDA BILL ESTABLISH A PRIMA FACIE SPEED LIMIT UPON GATEWAY ROAD DEPT. HEAD CITY ATTY.; CITYMGR. [(/—"" RECOMMENDED ACTION: Introduce Ordinance No. NS-864 to establish a prima facie 40 mile per hour speed limit upon Gateway Road from El Camino Real to its intersection with El Fuerte Street. ITEM EXPLANATION: Gateway Road is located in Bressi Ranch and is 0.81 miles in length. It is unclassified in the Circulation Element of the General Plan and has a curb-to-curb width of 52 feet. Although the curb-to- curb width matches the cross-section of an industrial road, Gateway Road functions as a collector road. One traffic lane in each direction on Gateway Road is separated by a striped two-way left-turn lane and bicycle lanes and sidewalks are provided on each side of the road. Although six streets intersect Gateway Road, each intersection is only controlled on the side street. Daily two-way traffic volumes on Gateway Road range between 900 and 1,300 vehicles per day as determined by traffic counts in July 2007. At their meeting on August 6, 2007, the Traffic Safety Commission considered the results of the Engineering and Traffic Survey to establish a prima facie speed limit upon Gateway Road. The Commission recommended, by a 5-0 vote, that a 40 mile per hour prima facie speed limit be established upon Gateway Road from El Camino Real to El Fuerte Street. The current version of the Engineering and Traffic Survey for Gateway Road is on file in the office of the City Traffic Engineer. ENVIRONMENTAL IMPACT: The installation of an official traffic control device is a project that is a Class 1 categorical exemption (minor alteration of existing structure or facility) and is, therefore, exempt from the environmental review process under the provisions of the California Environmental Quality Act (CEQA), Section 15301(c). FISCAL IMPACT: Installing six speed limit signs upon Gateway Road will cost about $750. EXHIBITS: 1. Upon Gateway Road from El Camino Real to its intersection with El Fuerte Street, the prima facie speed limit shall be forty miles per hour."
