RECOMMENDED ACTION:
To receive and discuss a presentation from Lewis Michaelson regarding Public Participation
for Decision Makers.
ITEM EXPLANATION:
Lewis Michaelson, Vice President of Katz & Associates, Inc. will make a presentation to City
Council.
Katz & Associates, Inc. is a full-service communication firm specializing in public outreach
and involvement for public works, environmental and social awareness projects. With
headquarters in San Diego and offices in Sacramento, Las Vegas and the Pacific Northwest,
Katz & Associates offers a diverse team of communication professionals with expertise in
community relations, media outreach, public participation, issues management and crisis
communication.

Lewis Michaelson
Lewis Michaelson is a facilitator and community relations
manager with more than 18 years experience in designing
and implementing public participation and education
programs for environmental, planning and impact analysis
projects. He has performed and managed virtually every
task common to public involvement programs, including
organizing and moderating public meetings, facilitating
public workshops, managing comment response documents
and preparing fact sheets, brochures, videos, news releases
and other public outreach materials. He has designed and
conducted public participation programs in controversial
situations that have built trust and credibility for the project
proponents through the use of innovative workshops,
citizen advisory groups and other conflict management
techniques. His extensive public involvement experience
includes scores of projects involving federal and state
environmental documents.
Using a collaborative problem solving approach, he has
facilitated community outreach and consensus for projects
and issues involving a diverse range of subjects, water and
wastewater facilities, airport master planning, light rail
transit, urban revitalization, military base closures and
construction, hazardous waste cleanup, land use
management plans and environmental justice issues.

As a facilitator, Lewis has also worked extensively on intra-
and interorganizational conflict management issues. This
work has involved helping individual agencies develop
strategic plans and multiple agencies develop interagency
agreements.
Lewis is past president of the International Association for
Public Participation and is a 20-year member of the
Association for Conflict Resolution. He has a Master of
Science degree in conflict management from George Mason
University and a Bachelor of Arts degree in sociology from
the University of California, San Diego.
