RECOMMENDED ACTION:
Adopt Resolution No. 2007-297 approving contract documents, special provisions and
specifications, and authorizing the City Clerk to advertise for bids to perform the 2007-08 Village
Concrete and Hardscape Repairs and appropriation of funds, Contract No. STS 08-01.
ITEM EXPLANATION:
In FY 2006-07, a Management Goal Team was formed to develop and implement a Downtown Village
Streetscape work plan that addressed the necessary maintenance, repair, and replacement standards
for the long-term sustainability of this area. The formation of this team was in direct relation to the
Downtown Village Streetscape maintenance being one of the City Council's top 15 priorities for 2006.
Funds to address Downtown Village Streetscape repairs identified by this team are now being
requested. This funding is requested to address deficiencies with the curb/gutter, asphalt, concrete
sidewalks, and decorative tiles/pavers and surface patching that was not performed with thematic
continuity. The result of this previous patching is an over-diversity of colored/stamped concrete and
decorative tiles/pavers. The funding will also be used to address portions of the right-of-way that have
been negatively impacted by tree roots, graffiti, and a variety of staining.
In order to provide a product that will be maintainable in the future, staff is recommending utilizing a
standard stamped concrete pattern in many of these areas. Stamped concrete is a product that can
be incorporated at a lower cost than decorative pavers, can provide consistency in repaired areas,
and can be duplicated by City forces when necessary. A commercial concrete stamp with a
herringbone paver style similar to the inlaid stone pavers is available for this work.
The types of repairs and improvements noted above are expected to continue to be in demand within
the Downtown Village over the course of the next several years. Pending budgetary approval,
the various segments of Streetscape deemed to be of the highest priority will be addressed.
The Program Option considered by Council indicated an estimated cost of $200,000 to perform the
project. Staff would like to notify Council that it is necessary to request additional funding to include
the repair of previously unidentified trip hazards and to authorize extended night and weekend work
hours for this project. Many repairs will be performed in the immediate vicinity of businesses in the
Village area. In some cases, the only public entrance to these businesses will have concrete and
hardscape demolition and repairs prohibit or otherwise hinder public access to their premises.
Allowing extended work hours will minimize inconvenience to businesses, residents and visitors to the
Village. Due to the additional trip hazards and the need for extended hours, the original cost estimate
provided in the Program Option is likely to be less than adequate to perform the project.
Staff estimates that an additional appropriation of approximately $75,000 may be needed to fund
extended working hours and to perform additional repair work to mitigate these issues.

ENVIRONMENTAL IMPACT:
This project has been determined to be exempt from environmental review per CEQA (14 Cal Code
Reg §15301) - minor alteration of an existing facility.

During the Fiscal Year 2007-08 Budget this item was brought forward as a Program Option with an
estimated cost of $200,000. While Council agreed with the project in concept, they requested staff
return once alternative funding sources for the project had been investigated. Staff has identified the
Village Redevelopment Area Operations Fund as the funding source for this project. Staff anticipates
$275,000 will be needed to complete this project in a manner that insures the most serious
deficiencies are repaired with the least possible inconvenience to area businesses. As such, the total
project cost is estimated at $275,000, which includes $25,000 of contract costs for contingency. Staff
is requesting that Council approve an appropriation of $275,000 from the Village Redevelopment Area
Operations Fund. Sufficient funds are available in the Village Redevelopment Area Operations Fund
to complete the project.

DOCUMENTS, SPECIAL PROVISIONS AND SPECIFICATIONS,
4 AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS

WHEREAS, the contract documents, special provisions and specifications for the

furnishing of all labor, material and equipment necessary to perform 2007-08 Village Concrete and
8
Hardscape Repairs, Contract No. STS 08-01, have been prepared and are on file in the
9
Public Works/General Services office and are incorporated by reference herein; and
10
WHEREAS, funds in the amount of $275,000 are requested from the Village
11
Redevelopment Area Operations Fund to complete the project; and
12
WHEREAS, sufficient funds are available to complete the project in the Village
13
Redevelopment Area Operations Fund.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

California, as follows:

1. That the above recitations are true and correct.

2. That the contract documents, special provisions, and specifications on file in the

Public Works/General Services office are hereby approved.19
