RECOMMENDED ACTION:
Staff recommends Council adopt Resolution No. 2007-304 authorizing the purchase of a
Vactor sewer line cleaning truck from Dion International Trucks, LLC.
ITEM EXPLANATION:
The 2007-08 Wastewater Operations Capital Outlay Budget includes $300,000 for a high
pressure sewer line cleaning truck. This unit will assist the Wastewater Operations Division
in the sewer line cleaning program, a requirement of the State Water Quality Control Board
Waste Discharge Requirement. The new sewer line cleaning truck ("Vactor") will become a
permanent part of the Wastewater Operations Division fleet and will be used to keep up with
established sewer line cleaning maintenance standards. This "Vactor" will be the second
truck in a proposed three "Vactor" fleet.
Section 3.28.090 of Carlsbad Municipal Code provides for the Purchasing Officer to purchase
equipment through cooperative purchasing programs with another public agency when the
agency has made their purchase in a competitive manner. Following a formal bidding
process, the City of San Diego received multiple bids for sewer line cleaning trucks on
October 26, 2004, with Dion International Trucks, LLC submitting the lowest responsive bid.
On August 16, 2005 the City of San Diego authorized the purchase of five Vactors in the
amount of $1,616,766.43. This bid included a public agency clause allowing other
governmental agencies to purchase like units under a Cooperative Purchase Arrangement. In
July 2007 they exercised their option to renew their contract.
A letter from William M. Tollefson, Fleet Sales Manager of Dion International Trucks confirms
their offer to sell the City of Carlsbad one Vactor for $302,973.61, tax included with a delivery
time of 270 to 300 days after receipt of order (ARO).
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15738, this
does not constitute a "project" within the meaning of CEQA and therefore, does not require
an environmental review.

FISCAL IMPACT:
Council approved additional funding for the Waste Discharge Requirement, in the 2007-08
operating budget, in the amount of $300,000. If this purchase is approved, an additional
$2,973.61 will be transferred from Wastewater Operations Contingency to the Capital Outlay
account to fully fund this purchase.

WHEREAS, the City of Carlsbad wishes to purchase one new Vactor sewer line
6
cleaning truck to help staff maintain the City's sewer line cleaning maintenance
7
standard as part of the mandated Waste Discharge Requirement (WDR), and;8
WHEREAS, Section 3.28.090 of the Carlsbad Municipal Code provides that the
10 City may participate in cooperative purchasing programs with other public agencies,
11 and;
12 WHEREAS, the City of San Diego, California, used formal bidding procedures,
13 with a public agency clause, to purchase five Vactor sewer line cleaning trucks, and;
14 WHEREAS, Dion International Trucks, LLC has offered to sell to the City of
Carlsbad one Vactor sewer line cleaning truck totaling $302,973.61.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of

Carlsbad, California, as follows:

19 1. That the above recitations are true and correct.
20 2. The Purchasing Officer is hereby authorized and directed to issue a
21 purchase order to Dion International Trucks, LLC in the amount of
22 $302,973.61.
