HEAD f \^ CITY ATTY. <@& CITY MGR. f/> RECOMMENDED ACTION: Discuss request from Carlsbad Christmas Bureau and adopt Resolution No. 2007-305 ITEM EXPLANATION: The Carlsbad Christmas Bureau is requesting the City Council consider waiving the costs associated with the 2007 Special Event Permit Application for their event taking place on December 15, 2007. These costs include the application fee ($100, Police Department/Special Events), cost of updating the existing traffic control plan ($100, Engineering Department), and traffic control signs, labor and implementation of the traffic control plan ($357.25, Streets Department). FISCAL IMPACT: If approved, the fiscal impact would be the associated costs of $100 to the Police Department/Special Events, $100 to Engineering Department, and $357.25 to Streets Department for a total of $557.25 to be appropriated from the City Council Contingency fund. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, as follows:13 1. That the above recitations are true and correct. 14 2. CLAUDE A LtWIS", Mayor ATTEST: 10RRAI /(SEAL) '',?* * - '''/IMIII'*' Carlsbad Christmas Bureau Adopt-A-Family Project November 8, 2007 Jessica Field Special Events Coordinator City of Carlsbad 2560 Orion Way Carlsbad, CA 92008 Request for waiver of permit and sign fees Dear Miss Field; I am writing this letter on behalf of Carlsbad Christmas Bureau Adopt-A-Family Project to ask for your support. As you are aware, the Carlsbad Christmas Bureau is a non-profit, all-volunteer organization. For the past 30-plus years, the Bureau has been brightening the holidays for less fortunate Carlsbad families by providing food and gift baskets. Last year the Christmas Bureau, with tremendous support from businesses, individuals and several city departments, facilitated the "adoption" of more than 3,000 people in 400-plus families. Recipients who sign up to receive assistance must demonstrate proof that they live in Carlsbad to qualify for the program. The past several years the City has assisted us by waiving the Special Events Permit cost and providing No Parking signage and traffic signs for distribution day. We will conduct final distribution on Saturday, December 16 at the Boys and Girls Club Village branch, from about 7:30 a.m. to noon. It generally takes less than 30 minutes for one individual to set up the signs. The Carlsbad Christmas Bureau has been asked to pay for our permit this year and to obtain our own signage. If necessary, we would be happy to do that; however, every dime spent for such things takes away from what we are able to provide for those in need. Therefore, we respectfully request that the City Council help the Christmas Bureau by waiving the permit fee and providing us with the use of signs (fewer than 10) needed. If you would prefer, we would be glad to attend a City Council meeting and make this request in a public forum or in whatever manner you find most fitting.
