RECOMMENDED ACTION:
Adopt Resolution No. 2007-315 appointing members to the City's Community Development
Block Grant (CDBG) and Home Investment Partnership (HOME) Funding Advisory Committee.
ITEM EXPLANATION:
The City receives federal funds to assist lower income families and individuals through the CDBG and
HOME Programs. The Citizen Participation Plan required for Carlsbad's CDBG/HOME Program
specifies the formation of a seven member Funding Advisory Committee to make recommendations
regarding funding allocations to the City Council. The Mayor, subject to the majority concurrence of the
City Council, appoints seven members to the Committee with the following representation: one Housing
Commissioner, one Planning Commissioner, one Senior Commissioner, and four citizens-at-large, one
from each quadrant of the City.
The following Committee Members were appointed for two-year terms on January 9, 2007:
Planning Commission
Northwest Quadrant
Southwest Quadrant
Southeast Quadrant
Bill Dominquez
Elaine Nielson
Dr. Gary Godward
Sharon Redsun
The Mayor has received the following recommendations for appointments to the Committee:
Housing Commission
Senior Commission
Northeast Quadrant
Doris Richie
Peggy Savary
Kathy Blackburn
Staff recommends that Council adopt the attached Resolution appointing new Committee Members as
recommended above for two-year terms.
FISCAL IMPACT:
No fiscal impact to City Funds.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPOINTING MEMBERS TO THE CITY OF CARLSBAD'S
COMMUNITY DEVELOPMENT BLOCK GRANT/HOME INVESTMENT
PARTNERSHIP FUNDING ADVISORY COMMITTEE FOR PROGRAM YEAR
2008-2009.

WHEREAS, the Citizen Participation Plan for Carlsbad's Community Development Block Grant

(CDBG)/Home Investment Partnership (HOME) Program specifies the formation of a seven member

citizen advisory committee to make recommendations regarding CDBG funding allocations to the City
Council; and

WHEREAS, the Citizen Participation Plan further specifies that the City Council shall appoint
10
seven members to the CDBG Funding Advisory Committee with the following representation: one
11
Housing Commissioner, one Planning Commissioner, one Senior Commissioner, and four citizens-at-
12
large (one from each City Quadrant); and
13
WHEREAS, the City Council appointed Bill Dominquez, Sharon Redsun, Elaine Nielson, and
14
Dr. Gary Godward to the Advisory Committee for two-year terms on January 9, 2007, and all other
15
Advisory Committee Members from the 2006-2007 Program Year have completed their two-year terms.

NOW, THEREFORE, BE IT RESOLVED as follows:

1. That the above recitations are true and correct.
