V/^ RECOMMENDED ACTION: City Council adopt Resolution No. 2007-321 accepting the California Office of Traffic Safety DUI Mini-Grant and appropriating funds to conduct two sobriety checkpoints within the City of Carlsbad. ITEM EXPLANATION: The California Office of Traffic Safety has approved Carlsbad's application for their Sobriety Checkpoint Mini-Grant Program for Local Law Enforcement Agencies. The goal of this grant is to reduce the number of people killed statewide in alcohol-related crashes. The mini-grant funds overtime costs to conduct sobriety checkpoints during the two National Impaired Driving Campaign mobilization time periods: Winter 2007/2008 and Labor Day 2008. This cost is estimated to be approximately $19,788 for two checkpoints. FISCAL IMPACT: The overtime costs of $19,788 for the two checkpoints are fully funded by the California Office of Traffic Safety DUI Mini-Grant. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065 and CEQA Guideline section 15738, this does not constitute a "project" within the meaning of CEQA and therefore, does not require an environmental review. That the above recitations are true and correct. 17 2. That the Police Chief is authorized to execute all appropriate agreements with18 i g the California Office of Traffic Safety for receipt of the subject grant funds, as 20 well as any required reports and/or final statements. 21 3.
