CITYMGR. /A/ •" RECOMMENDED ACTION: Adopt Resolution No.2007-328 approving the Carlsbad Residential Traffic Management Program 2007 Priority Ranking of Candidate Streets. ITEM EXPLANATION: On May 8, 2001, the City Council approved the Carlsbad Residential Traffic Management Program (CRTMP) by adoption of Resolution Number 2001-139. With that action, a formal traffic (palming program was made available to residents that could address concerns with speeding vehicles in neighborhoods and/or to reduce the volume of unwanted cut-through traffic. The CRTMP is a three-phase traffic calming program that could lead to the construction of physical measures in the roadway. The Institute of Transportation Engineers (ITE), an international organization of transportation professionals, has defined traffic calming as: "The combination of mainly physical measures that reduces the negative effects of motor vehicle use, alters driver behavior and improves conditions for non-motorized street users." Success of the CRTMP is heavily dependent upon an interested group of residents living on a residential street actively working with staff to look for solutions for traffic calming. These residents, in close cooperation with City staff and the Police Department, utilize all "tools" available in Phase I of the CRTMP. If it appears that Phase I does not adequately address the citizen concerns, then Phase II actions are initiated. Step 6 of Phase II of the CRTMP establishes a Project Priority Ranking and Scoring Process. The points assigned to streets in this process leads to a priority ranking of a potential neighborhood traffic calming project(s). Each street is evaluated using the same criteria with the higher ranked street(s) able to compete for funding in the annual Capital Improvement Program (CIP). There is no minimum or maximum number of streets that can be on the priority ranking list. Streets that qualify as candidates in the CRTMP for traffic calming and inclusion on the priority ranking list are reviewed annually, either in November or December, by the Traffic Safety Commission to receive a priority ranking recommendation. The Commission recommendation is forwarded to the City Council for approval. If approved by the City Council, staff will initiate the process for inclusion in the annual CIP for funding of the higher ranked street(s) for a traffic calming project(s). The CIP traffic calming projects would be reviewed by the City Council during the annual budget process. Staff has worked closely with residents on two streets to "calm" residential speeding vehicles. At their meeting of November 5, 2007, the Traffic Safety Commission reviewed the priority scoring worksheets of the two candidate streets. The streets evaluated were Donna Drive and Sierra Morena Avenue and these two streets are the only two on the Carlsbad Residential Management Program 2007 Priority Ranking. Out of a possible 100 points, Donna Drive received 41 points and Sierra Morena Avenue received 9 points, based upon the points assigned to evaluation criteria contained in the Priority Scoring Worksheet. The Commission recommended, by a 5-0 vote, that Donna Drive be ranked as the number 1 priority project and Sierra Morena Avenue as number 2. FISCAL IMPACT: Approval of the priority ranking list has no fiscal impact. A cost estimate for the traffic calming project(s) associated with the higher ranked street(s) will be prepared and reviewed along ~with other unfunded projects in the upcoming annual Capital Improvement Program.
