RECOMMENDED ACTION:
Adopt Resolution No.2008-003 adopting plans and specifications and authorizing
advertisement for bids for construction of Off-Site Wetland Mitigation Restoration for Rancho Santa Fe
Road North, Project No. 3907.
ITEM EXPLANATION:
The regulatory permits for construction of Rancho Santa Fe Road North, Phases 1 and 2, required
mitigation and restoration for disturbance to wetland, upland, and ephemeral stream areas.
This project addresses the off-site wetland restoration in San Marcos Creek, approximately one-half
mile east of the location of the new Rancho Santa Fe Road bridges over San Marcos Creek.
The on-site mitigation work is currently nearing completion.
The off-site wetland mitigation restoration area is located within the City of San Marcos. Plans and
specifications for the grading, drainage, and wetlands mitigation restoration have been prepared,
reviewed, and approved by San Marcos staff, as well as Carlsbad staff.
The estimated costs for the off-site wetlands mitigation restoration is $2.2 million. Based on
construction bids received, additional funds will need to be appropriated from the Rancho Santa Fe
Road financing fund.
ENVIRONMENTAL IMPACT:
The City Council, at their meeting on June 2, 1992, adopted Resolution No. 92-152 certifying EIR No.
91-1 for both Phase 1 and Phase 2 of the Rancho Santa Fe Road project. The City Council, at their
meeting on April 25, 2000, adopted Resolution No. 2000-128 approving Addendum No. 2 to the final
EIR No. 91-1 for Rancho Santa Fe Road. This EIR covers the realignment and widening of
Rancho Santa Fe Road from La Costa Avenue to Melrose Drive. -
This off-site wetland restoration is to comply with requirements of the California Department of Fish
and Game (CDFG) 1601 permit issued for the Rancho Santa Fe Road realignment project.

The estimated additional cost for the off-site wetlands mitigation restoration work under consideration
is $2.2 million. The additional appropriation will be requested at the time of award of construction
based on actual construction bids received. Approximately $12 million is available in the Rancho
Santa Fe Road fund to address the estimated additional appropriation.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, CALIFORNIA, ADOPTING PLANS AND
SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR
4 BIDS FOR CONSTRUCTION OF OFF-SITE WETLAND
MITIGATION RESTORATION FOR RANCHO SANTA FE ROAD
5 NORTH. PROJECT NO. 3907.
6 WHEREAS, the City Council of the City of Carlsbad, California, has determined it
7 necessary and in the public interest to adopt plans and specifications, to authorize publishing and
8 advertising for bids for construction of Off-Site Wetland Mitigation Restoration for Rancho Santa
9 Fe Road North, Project No. 3907; and
WHEREAS, plans and specifications for the construction of Off-Site Wetland Mitigation
Restoration for Rancho Santa Fe Road North, Project No. 3907, have been prepared by
engineering staff, are incorporated herein by reference, and are available for review in the

Engineering Department; and
13 WHEREAS, based on the City Council approved Environmental Impact Report and
14 addendums thereto and the approved Habitat Conservation Plan for the road realignment and
'* widening, there will be no additional significant effect, not analyzed therein, and no new or
16 additional mitigation measures are required for the road project; therefore, no new environmental
17 document is required.
18 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

2Q 1 • That the above recitations are true and correct.
2. That the plans, specifications, and cost estimate submitted by engineering staff
for the construction of Off-Site Wetland Mitigation Restoration for Rancho Santa Fe Road North,

Project No. 3907, are hereby adopted.

3. That the City Clerk is hereby authorized and directed to publish in accordance
24 with State law, a Notice to Contractors Inviting Bids for the construction of Off-Site Wetland
Mitigation Restoration for Rancho Santa Fe Road North, Project No. 3907, in accordance with
26 Section 3.28.110 of the Carlsbad Municipal Code and the plans, specifications, contract
27 documents referred to herein.
