FIN APPROVAL OF PURCHASE OF TWELVE (12) FORD VEHICLES DEPT. HEAD CITYATTY CITY MGR. RECOMMENDED ACTION: Staff recommends Council adopt Resolution No. 2008-005 approving the purchase of six (6) Ford F-150's, three (3) Ford Rangers, and three (3) Ford Explorers from Burch Ford. ITEM EXPLANATION: Funds are appropriated in the 2007-2008 fiscal year vehicle replacement budget for the purchase of four (4) Ford F-150's and two (2) Ford Explorers. These replacement vehicles have exceeded the age and/or mileage requirements of Administrative Order No. 3 for replacement. The Fleet Manager has reviewed the maintenance history of the vehicles, inspected their overall condition and reviewed pending repairs. As a result of the review, he recommends that they be replaced. The four F-150's are like for like replacements for W-718, W-768, W-829 and W-830 which are currently assigned to the Water Department. Two of the Explorers replace Z- 677 and Z-678 assigned to the Engineering Department. These replacements have been right- sized from four wheel drive vehicles to two wheel drive vehicles which more closely meet the current needs of the Construction Management and Inspection Division. When these vehicles are procured, the replaced vehicles referenced will be retired from the fleet and sold at auction. In addition, the City Council approved in the FY 2007-08 budget two (2) F150's for the Water Department, one (1) Ford Explorer for the Engineering Department, two (2) Ford Rangers for Storm Water, and one (1) Ford Ranger for Potable & Recycled Water Operations. Funds are appropriated in the 2007-2008 budget for the additional vehicles. Staff is requesting that the replacement and additional vehicles be purchased from Burch Ford. In accordance with Section 3.28.050 of the Carlsbad Municipal Code, Notice to Bidders was published and Requests for Bid were sent to sixteen vendors. FISCAL IMPACT: Unencumbered funds in the amount of $119,458 are available in the Vehicle Replacement Capital Outlay Account for the six replacement vehicles. Payment for the additional vehicles for the Water Department, Engineering Department, Storm Water, and Potable & Recycled Water Operations, will be paid from their respective funds. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code Section 21065 and CEQA Guidelines Section 15378, this does not constitute a "project" within the meaning of CEQA and, therefore, does not require an environmental review. That the above recitations are true and correct. 17 2.
