CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 2008-006 revising the Hourly Salary Schedule. ITEM EXPLANATION: Effective January 1, 2008, the State of California's minimum wage will increase to $8.00 per hour. In reviewing the impacts of the new minimum wage on hourly salaries, staff also conducted a salary survey of all positions on the hourly salary schedule, using comparable local government agencies to ensure that the City's hourly wage rates were competitive. A revised hourly salary schedule reflecting both the new minimum wage increase and recommended market adjustments is being submitted for Council's consideration and approval. A strikeout version of the recommended salary schedule is attached. BACKGROUND: Governor Schwarzenegger signed AB1835, increasing the California minimum wage from $6.75 to $7.50 effective January 1, 2007 and from $ 7.50 to $ 8.00 effective January 1, 2008. The hourly salary schedule was amended in January 2007. However, the maximum of the ranges for 6 classifications have not been adjusted since January 2001. The results of the hourly salary survey showed that 18 of the classifications require a higher range maximum. Additionally, the Library, Recreation and Arts Departments are having more difficulty attracting and retaining quality employees. Hourly employee salaries continue to rise for entry level workers, where the City is competing against both private sector companies and other public sector agencies. As a result of competition for entry level workers, the City is frequently required to offer starting salaries above the current minimum wage of $ 7.50. Only 4% of the current City of Carlsbad hourly employees (19 out of 479) make less than the new $ 8.00 minimum wage. FOR CITY CLERKS USE ONLY. These range adjustments will not result in automatic salary increases for any hourly employees except those 19 employees who are below the new minimum wage. In addition, the Departments requested two job title changes in order to be more competitive. The job title of Van Driver was misleading since this classification requires a class B license with a passenger endorsement. The recommended revised title is Bus Driver. The position of Arts Assistant is proposed to be renamed as Arts Instructor. Employees in this classification are required to have a Bachelor's Degree and experience as a professional artist and they instruct students on art education and art making. FISCAL IMPACT: The annual cost to implement the new salary schedule and to move those 19 employees, whose hourly rate is below the new minimum, up to the new minimum is $10,046 (includes salary and benefits).
