HEAffcs^V CITY ATTY. <gi*^ CITY MGR. ///-^ RECOMMENDED ACTION: Adopt Resolution No. 2008-007 accepting the recommendations of the Community Activity Grant Citizen Review Committee allocating funds to the organizations identified and amending Council Policy #51. ITEM EXPLANATION: Under the guidelines established in Council Policy #51, a seven-member Citizen Review Committee was appointed by the City Council to review the 2007-08 Community Activity Grant applications and make recommendations to Council. These guidelines specify that a review panel be made up of one representative from each quadrant of the City, one Senior Commission member, one Library Board member, and one Parks and Recreation Commission member. The grant applications were due to the Finance Department by October 30, 2007. A total of 6 grant applications were received with funding requests totaling approximately $43,000. The Citizen Review Committee met during the month of November. They reviewed the applications and evaluated the grant requests based on level of enrichment, experience, background and scope of project. As a result of their review and evaluation, the Citizen Review Committee decided to fund five of the six requests that best met the Community Activity Grant Criteria for a total of $30,000. The table in Exhibit 1 summarizes the grant requests and the Citizen Review Committee's recommendations for funding. The Committee is also recommending City Council amend Council Policy #51 to allow local organizations that have received 3 years of grant funding in previous years be allowed to reapply after a 2 year hiatus from the Community Activity Grant program and be eligible to apply for another 2 years of grant funding. The total number of applications to the Community Activity Grant Program has continued to decline over the last several years. In Fiscal Year 2007-08 the Finance Department noticed the community in a local newspaper on the timing and requirements for the grant and identified over 35 local organizations that could potentially apply for a Community Activity Grant. The local organizations were sent grant applications and instructions. The grant deadline was extended by two weeks and still only six applications were received. The amended language to Council Policy #51 would read as follows: "2. Organizations funded under this policy may receive grants for no more than 3 years, with the exception of the Community Activity Grant. Organizations funded by the Community Activity Grant may receive grants for 3 years and then cannot apply for grant funding for a minimum of 2 years. After at least a 2 year hiatus, organizations can again apply for grant funding and receive a maximum of two additional years of grant funding." A revised Council Policy #51 is attached as Exhibit 2. FISCAL IMPACT: The 2007-08 operating budget contains an appropriation of $30,000 for Community Activity Grants. No further appropriations are required. EXHIBITS: 1. Summary of 2007-08 Community Activity Grant Requests Exhibit 1 Applicant Program Description 2006-07 2007-08 2007-08 Grant Grant Recommended Years Funding Request Funding Funded* 1 Classic Youth Theatre Classic Youth Theatre Classic Youth Theatre was founded in Carlsbad in 2005 to provide a classic theatrical experience for the enrichment of North County youth at no cost to the participating production team. The grant request is to help fund the costs of productions to be held during the next year. Holidays in the Village The CVBA will join with the Chamber of Commerce, Carlsbad Rotary, Carlsbad Optimist Club, Carlsbad Kiwanis Club, Boys & Girls Clubs of Carlsbad and local business owners to sponsor several holiday events. The events include tree lighting at the Carlsbad Village Faire Shops, Kids Holiday Activity Night, Pictures with Santa, Family Holiday Celebration Day and a Military Appreciation Pancake Breakfast. Sculpture by the Sea Sculpture by the Sea is an existing program that provides classical sculpture lessons free to the public every other weekend in the grassy area at the intersection of Pine and Carlsbad Blvd. The CVBA would like to expand the program to include other local artist teaching other art forms. The funding would be used to provide supplies so that the activity can remain free to the public. 4 Carlsbad Village Blast to the Past in the Village Business Association A 50's/60's themed event which will include a Hot Rod car show (CVBA) and Beach Party movies at the Carlsbad Theater. The program intends to draw Carlsbad citizens and visitors into the Village and the funding will be used to promote the event and secure entertainment. 5 Assistance League Operation School Bell of Rancho San Dieguito This program provides new clothing, hygiene items, a backpack and school supplies to elementary school students whose families are economically disadvantaged. 10,000 10,000 8,000 2 Carlsbad Village Business Association (CVBA) Carlsbad Village Business Association (CVBA) N/A 10,000 10,000 1 N/A 5,000 5,000 1 N/A 10,000 0 1 6 St. Elizabeth Seton Mothers of Preschoolers (MOPS) MOPS is open to all mothers with new bom through Kindergarten age children. The program provides encouragement, practical tips, group activities and speakers to assist mothers and their young children. CITY OF CARLSBAD Date Issued _ 1/8/08 COUNCIL POLICY STATEMENT Supersedes No. 1/20/04 General Subject: Community Activity Funding Specific Subject: Process for Funding Community Activities Copies to: City Council, City Manager, City Attorney, Department and Division Heads, Employee Bulletin Boards, Press, File BACKGROUND; The City Council has, in the past, chosen to fund community activities with General Fund monies. This has included the allocation of funds to agencies that provide various enrichment programs to Carlsbad residents and visitors. During the 2003-04 budget process, the City Council directed a council subcommittee to evaluate the current process and recommend changes to facilitate that process. The following policy outlines those changes. PURPOSE: To establish the process for distributing funds for community activities. POLICY: 1 . It is the policy of the City of Carlsbad to allocate funds for community activities. lr. - Organizations funded under this policy may receive grants for no more than 3 years. 2. Organizations funded under this policy may receive grants for no more than 3 years, with the exception of the Community Activity Grant. Organizations funded by the Community Activity Grant may receive grants for 3 years and then cannot apply for grant funding for a minimum of 2 years. After at least a 2 year hiatus, organizations can again apply for grant funding and receive a maximum of two additional years of grant funding. 3. Community Activity Grants a. These grants provide funding for enrichment programs for the community. b. The amount of funds to be allocated will be determined annually during the budget process. c. Once the budget is adopted interested groups will be notified of the application process. d. The application process will consist of the following: i. City application for funds ii. Public hearing before a citizen review panel Page 2 of 2 iii. Recommendations submitted to City Council. e. The City Council will establish a review panel comprised of citizens and city staff to evaluate the applications, and make recommendations to the City Council. The review panel will be comprised of the following: One representative from each quadrant of the City, one member of the Senior Commission, the Library Board, and the Parks & Recreation Commission. f. The review panel will consider the provision of matching funds from other sources in evaluation of the applications. 4. Special Event Grants a. These grants provide city funding for Special Events in the city of citywide interest. b. These grants can be requested any time of the year. c. The requests will be funded from Council's contingency account. d. The application process will consist of the following: i. Special event application ii. Special Event Grant supplemental application iii. Approval of special event by special events committee iv. Allocation of funding by the City Council 5. Winning Teams Grants a. These grants provide funding to youth teams to offset the cost of travel expenses to national championship competitions. b. These grants can be requested any time of the year. c. The requests will be funded from Council's contingency account. d. Eligibility requirements are: i. The participants are all 18 years of age or under, ii. The group or team is an organized non-profit corporation or agency, iii. The request for funding must be made prior to the date of the event, iv. At least 90% of the participants in the team or group are residents of Carlsbad. e. The application process will consist of the following: i. Written request to Council ii. Allocation of funding by the City Council 6. This policy may be amended as necessary.
