RECOMMENDED ACTION:
Adopt Resolution No.2008-012 appointing one member to the Carlsbad
Tourism Business Improvement District Advisory Board (CTBID).
ITEM EXPLANATION:
The term of Barbara Howard-Jones expired in November 2007. She was originally appointed by
City Council in November 2005 to serve for two years. Ms. Howard-Jones has served the 2-
year commitment.
The Carlsbad Tourism Business Improvement District (CTBID) Advisory Board was established
by the City Council in November, 2005. The purpose of the Advisory Board is to make
recommendations to the City Council regarding expenditures for the programs and activities of
the CTBID, to make recommendations to the City Council regarding the annual budget of the
CTBID, and to provide end of year financial reports of CTBID operations as required by the City
Council.
In December 2006, Council amended the Carlsbad Municipal Code eliminating the residency
requirement for this Board. Appointees, however, must be assessees of the District.
Other members of the Carlsbad Tourism Business Improvement District Advisory Board are:
April Shute, Robert Cima, Timothy Stripe, Bill Canepa, Ted Vallas, and Hector Becerra.
NOTE: Members of the Carlsbad Tourism Business District Advisory Board are
subject to the provisions of the Political Reform Act, and must file a
Statement of Economic Interests.

been a pleasure participating with the other members of the Board and working with my'fellow
hoteliers. I am accepting the offer to sit on the board for another four year term. I look forward to
continuing the projects that we have started and I am excited about the new marketing opportunities

Mayor Lewis, the City of Carlsbad is made up of many lodging establishments; I hope that our goal will
continue to be inclusive so that all properties participating in the collection of the BID for the Marketing
of Carlsbad will have their voices heard. Big and small, the diversity of our product base is what makes

CARLSBAD, CALIFORNIA, APPOINTING ONE MEMBER TO
3 THE CARLSBAD TOURISM BUSINESS IMPROVEMENT
4 DISTRICT (BID)
5 WHEREAS, the term of Barbara Howard-Jones expired in November 2007; and
6 WHEREAS, the original appointment of Ms. Howard-Jones in 2005, was for a
7 2-year commitment;
8 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
9 Carlsbad, California, as follows:
10 1. That the above recitations are true and correct.
2. That the following person is hereby appointed to serve as a member of the
12 Carlsbad Tourism Business Improvement District (CTBID) for a term to expire in
13 November 2012:
