RECOMMENDED ACTION:
Adopt Resolution No.2008-035 approving out-of-state travel for City staff who are
workshop presenters at the annual Transforming Local Government (TLG) Conference on June
3-6, 2008 in Greenville, South Carolina.
ITEM EXPLANATION:
The City of Carlsbad has been a member of the Alliance for Innovation (formerly known as the
Innovation Groups) for many years. This well respected national organization has been one of
the leading voices for innovation, improvement, and learning. It has also been a major forum
for governments across the country to share new practices, developments in policy, and
improved business practices.
Carlsbad has attended both quarterly and annual meetings of the Alliance for more than ten
years. And, from time to time, Carlsbad has been invited to address the assembled members
to share innovations developed here in our own backyard. Teams of Council Members and
Staff have shared the success of the Citizen's Academy, the Exper/enceCarlsbad (employee
orientation) program, the Public Works maintenance management system, strategic thinking,
Connecting Community, Place and Spirit, and other programs.
This year, Carlsbad has the honor of being asked to present two programs to the Alliance for
Innovation members at the annual Transforming Local Government conference. The City's
Strategic Change Team has been invited to share their experience with employee driven
change efforts. The Team will highlight the power of engaging employees in addressing
questions that shape the organization of the future, and will share the team's many successes
including the recent futuring conference attended by a number of the City Council members.
In addition, the Carlsbad Environmental Resources Management Team (CERMT) has been
invited to share Carlsbad's vision of creating a sustainable community. As CERMT has
discussed with the City Council, many communities consider the discussion of sustainability to
revolve solely around environmental issues. However, in Carlsbad's view sustainability has
many facets (social, economic, and environmental), all of which must be balanced for the
community to experience a high quality of life.
Both teams will include many participants. The SCT team will include current and past chair
persons, the current co-chairs, and the facilitators for the team, for a total of six participants.
The CERMT group will include the current team members, for a total of five participants.
Since this conference is being held in Greenville, South Carolina, City Council approval is
required prior to these teams being able to attend.
ENVIRONMENTAL IMPACT:
Staff training and out-of-state travel is not regulated by the California Environmental Quality Act
(CEQA).
FISCAL IMPACT:
During the preparation of the 2007-08 budget staff and Council anticipated that Carlsbad would
apply to the Alliance for Innovation for inclusion in this conference. Therefore funding was
included in both the Special Projects and CERMT budgets. However, due to the application
process and other variables involved in being accepted as presenters at the conference,
specific out-of-state travel authorization was not requested for the presentation groups at the
time the budget was approved.
The cost to attend the TLG conference is approximately $1,500 per person, including lodging,
meals and transportation expenses. The total cost of sending these two presentation groups to
the TLG conference would be approximately $16,500. Funds are available within the
Administrative Services Special Projects budget, and the CERMT budget.

6 WHEREAS, the City Council concurs that it is in the public interest to authorize
7 out-of-state travel for eleven staff to attend the Transforming Local Government
^ Conference in order to present workshop sessions; and

WHEREAS, funds are available in the FY 2007-2008 Administrative Services

Special Projects budget and the CERMT budget.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of

Carlsbad, California, as follows:
j4 1. That the above recitations are true and correct.
15 2. That out-of-state travel is hereby authorized in accordance with City policy,
16 for eleven staff to attend and present workshop sessions at the
17 Transforming Local Government Conference in Greenville, South Carolina,
1 on June 3-6, 2008.

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council
of the City of Carlsbad on the 12th day of February, 2008, by the following vote to wit:
AYES: Council Members Lewis, Kulchin, Hall, Packard and Nygaard.
