DEPT. 19,311 POLICE Acceptance of Equipment from the Regional Command Control and Communications Interoperatbility Project DEPT. HEAD CITY ATTY. CITY MGR. RECOMMENDED ACTION: Council adopt Resolution No. 2008-037 accepting equipment from the County and City of San Diego's Regional Command & Control Communications (3Cs) Project and allowing the upgrade of the microwave equipment currently located at the Safety Center. ITEM EXPLANATION: The Regional 3Cs Project electronically links City and County emergency operations centers (EOC), and other public safety agencies across the southwest region of the U.S., for the purpose of sharing disaster and emergency incident information and data. Largely funded through regional Homeland Security Grant Program (HSGP) funds, the 3Cs Project has established microwave and fiber networks in San Diego County. The Project goal is to connect all local jurisdictions and other public safety agencies in San Diego County. Approval of this resolution will permit Carlsbad's participation in the network. Project capabilities include: teleconferencing, access to public safety broadcast network, secure web streaming including aerial (helicopter) video, and Voice over Internet Protocol. This system will help to close communications gaps identified during the 2003 Cedar Fire, and permit video teleconferencing from the Carlsbad EOC. As a participant in the 3Cs Project, equipment is purchased on behalf of the City of Carlsbad using regional Homeland Security Grant Program (HSGP) and other grant funds administered by the County and City of San Diego. Sustainment and maintenance costs are the responsibility of the City. The 3Cs Project provides video teleconferencing system including monitors, cameras, processing equipment, radio, antenna, waveguide, etc., and installation support, to each participating agency. This equipment becomes the property of the City. The 3Cs Project will also upgrade all microwave sites on the RCS backbone in order to accommodate the new equipment. The microwave equipment remains the property of RCS/3C's. Equipment is to be stored and used in the Safety Center EOC and the Police Communications Center. The upgrade of the microwave equipment and antenna installation and system testing is scheduled to begin approximately 2/19/08. FISCAL IMPACT: Yearly maintenance costs are estimated to be between $6,000 and $12,000 and will be requested in the 08/09 Emergency Preparedness general fund budget. That the above recitations are true and correct. 17 2.
