DEPT. 2/19/08 ENG AWARD OF CONTRACT FOR CONSTRUCTION CF THE FY 07/08 CONCRETE REPLACEMENT PROJECT NO. 6013 DEPT. CITY ATTY. CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 2008-044 accepting bids and awarding a contract for the construction of the FY 07/08 Concrete Replacement, Project No. 6013. ITEM EXPLANATION: The project is designed to replace curb, gutter, sidewalk, and pedestrian ramps in central Carlsbad which wiil have pavement rehabilitation work this year. The concrete work will occur at 58 specific locations where there is deterioration, cracking, and/or uplifting. On November 13, 2007, City Council authorized the advertisement for bids for construction of the FY 07/08 Concrete Replacement, Project No. 6013 Eleven (11) bids were received on January 10, 2008, which are summarized as follows: CONTRACTOR 1 . Bonsall Construction BID TOTAL $87,478.00 $99,760.00 $100,058.00 $121,200.00 $132,426.00 $143,470.00 $148,740.00 $149,000.00 $153,211.00 $155,831.40 $171,629.60 The lowest responsive bidder, Portillo Concrete, submitted a bid in the amount of $87,478. Staff has completed its review of the contract documents and has determined that they are in order. Therefore, staff recommends that Portillo Concrete be awarded the contract. ENVIRONMENTAL IMPACT: This project is categorically exempt from the environmental review process under CEQA Guidelines Section 15301 Class 1(c) Existing Facilities, of the Public Resources Code (California Environmental Quality Act). Sufficient funds are available in the Gas Tax Fund to construct this project. Excess funds in the Concrete Replacement Program will be used for future concrete replacement projects on an annual basis. DEPARTMENT CONTACT: Jon Schauble, (760) 602-2762, jscha@ci.carlsbad.ca.us b i 1 RESOLUTION NO. 2008-044 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 3 CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING A CONTRACT FOR CONSTRUCTION OF THE FY 07/08 CONCRETE 4 REPLACEMENT. PROJECT NO. 6013. 5 WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary, desirable, and in the public interest to replace damaged concrete in the central area of6 Carlsbad in advance of the 2008 pavement rehabilitation projects; and WHEREAS, the project is exempt from the California Environmental Quality Act pursuant 8 to CEQA Section 15301 Class 1(c); and 9 WHEREAS, on November 13, 2007, through the adoption of Resolution No. 2007-292, the City Council approved contract documents and specifications for furnishing of ail labor, materials, tools, equipment, transportation, and other expenses necessary or incidental to tne FY 11 07/08 Concrete Replacement, Project No. 6013; and 12 WHEREAS, eleven (11) sealed bids were received on January 10, 2008 for the project; 13 and 14 WHEREAS, the lowest responsive, responsible bid for the project was submitted by Portillo Concrete in the amount of $87,478; and 15 WHEREAS, there are sufficient concrete replacement funds available in the 1 fiID Infrastructure Replacement fund for construction of the project. 17 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, 12 California, as follows: 1. That the above recitations are true and correct.19 2. That the bid submitted by Portillo Concrete in the amount of $87,478 is hereby 20 accepted and the Mayor is hereby authorized to execute the contract for the construction of the 21 FY 07/08 Concrete Replacement, Project No. 6013, in accordance with the specifications and 22 contract documents referred to herein. 3. That the City Manager is hereby authorized to approve construction change ^,O orders up to the contingency amount of $15,000 to Portillo Concrete for the FY 07/08 Concrete 24 Replacement, Project No. 6013. 25 4. That the award of this contract is contingent upon Portillo Concrete executing the 26 required contract and submitting the required bonds and insurance policies, as described in the _7 contract, within twenty (20) calendar days of adoption of this resolution.
