RECOMMENDED ACTION:
Accept the report from staff regarding the results of the February 2007 Futuring Conference,
and if appropriate, provide direction to the City Manager.
ITEM EXPLANATION:
On February 26 and 27 of 2007 the City of Carlsbad held its third Futuring Conference, TREK
2017. This conference was dedicated to exploring the eight areas of structural change that are
facing every community, and how these changes will affect the range of services offered,
delivery methods, cost of services, the skills, knowledge and abilities needed, and the type of
work force necessary to serve the citizen of tomorrow.
The conference began prior to February 26 with several presentations from noted futurist and
lecturer, Ed Barlow. Mr. Barlow set the stage for the two day workshop by exploring the
changing world, examining trends, challenging beliefs, stretching minds, examining traditions,
and exposing the community to a future that is closer than once thought.
The 120 conference attendees, comprised of Council Members, employees, and several board
and commission members and community representatives then invested two days in predicting
the demands from a "future Carlsbad" in eight areas:
• Continuum of Change
• Global
• Science and Technology
Organization
• Economic
• Environmental
• Demographic
• Human Resources
At the end of the conference the spirited discussions had provided the participants with a
glimpse of the challenges associated with serving a changing community.
Following the conference, teams formed around each area of structural change to examine
and refine the output of the conference, and to develop suggestions, recommendations, or
ideas for areas for further study. The presentation that the Council will hear at tonight's
meeting is a summary of those recommendations.
Each Futuring Conference that the City has experienced has helped the City grow, improve,
and think more actively about how to deliver top quality service to the community. The first
conference in 1996 launched the City's work on making its vision, mission and values visible
to the community and staff. The second conference held in 2001 was largely focused on
internal operational issues, and this third conference, TREK 2017, has turned the City's eyes
into the future in a search for ways to anticipate the needs of the citizen of tomorrow.
Following the presentation, if the Council has any questions, the staff will be happy to provide
more information about the conference, or any of the areas of structural change covered in
the conference.
FISCAL IMPACT:
Although the process of presenting this report has no direct fiscal impact on the City, the
demands of the future will have many pressing economic issues to address.
These uncertain economic times bring fiscal concerns to the forefront in every action the
Council takes. At this time, the recommendations of the committees have not been analyzed
for fiscal impact, either positive or negative. If Council decides to ask the City Manager to
consider moving forward any of the recommendations, a proper fiscal analysis would be
performed prior to presenting a formal action for Council consideration.

Implementing Activities of the

Activity 1. Inventory global warming emissions in City operations and in the
community, set reduction targets and create an action plan.

The City is conducting an inventory to
determine emissions from municipal
operations. This information will be used to
establish a "Carbon Footprint" for City
activities.

Activity 4. Increase the use of clean, alternative energy by, for example, investing in
"green tags", advocating for the development of renewable energy resources,
recovering landfill methane for energy production, and supporting the use of waste to
energy technology;

ways to be more energy efficient (HVAC
energy savings projects, LEED
certifications, etc).
• Buy "green tags" (or Renewable Energy
Credits) to offset its carbon usage allowing
the City to benefit the environment and
claim "Carbon neutrality".
• Proactively examine the use of alternative
energy (e.g. solar cells to power all/portion
of City buildings).
• Build a waste to energy facility. Tax
credits could make up the difference.

Activity 5. Make energy efficiency a priority through building code improvements,
retrofitting city facilities with energy efficient lighting and urging employees to
conserve energy and save money.

• City has converted street lights to LED.
• Have replaced nearly all lighting in City
facilities to T/8 or T/5 electronic ballast
energy efficient fluorescent lamps.
• Install motion sensors in offices to turn off
lights when rooms are vacant.
• When HVAC systems are replaced - they
put in the most efficient systems (i.e. Cole
Library).
• SDREO conducts annual energy audits of
City buildings.
• City submits most of the significant capital
projects to the power company to ensure
projects are as energy efficient as possible.
• The City is enforcing energy efficiency
using the environmental provisions
contained in the California 2001 Building
Code.
• Replace windows in City facilities with
double pane glass. Some Facilities like
Faraday have single pane glass.
• Use Solar and Photovoltaic panels
• Address inadequate heating/cooling in
personal workspaces.
• Adopt a seasonal dress code.

Activity 6. Purchase only Energy Star equipment and appliances for City use;
City's Current Actions | Possible Future Actions
• In June 2006 Council Adopted Policy No.
71 "Energy Conservation & Management"
which states " It is the intent of the City
Council that the City of Carlsbad exemplify
the efficient use of energy and that
measures are taken to successfully reach
goals established by the City's Energy
Conservation and Management Program."
• Appliances purchased for City facilities are
Energy Star compliant unless they do not
fit the need.
Formalize the Energy Conservation and
Management Program.
Activity 7. Practice and promote sustainable building practices using the U.S. Green
Building Council's LEED program or a similar system;
City's Current Actions Possible Future Actions
In June 2006, the City adopted a policy
stating "The City of Carlsbad strives to
achieve LEED Silver' Level Certification or
the equivalent for all new City facilities."
• Formalize the policy for all new municipal
facilities.
• Schedule retrofitting of existing municipal
facilities to become Silver LEED certified.
• Create incentives that encourage
businesses and residents to achieve same
certification levels.
Activity 8. Increase the average fuel efficiency of municipal fleet vehicles; reduce the
number of vehicles; launch an employee education program including anti-idling
messages; convert diesel vehicles to bio-diesel.
City's Current Actions Possible Future Actions
• Most efficient unit purchased to fill job
need when new units are purchased or old
units replaced.
• Fleet currently has 10 hybrid units (7
Honda Civics and 3 Ford Escapes)
• Downsizing: Full size sedans and SUVs
down to compacts, % ton pick-ups down to
compact trucks.
• An average of one excess unit is ushered
out per year
• The City only uses B-20 bio-diesel in all
diesel units.
• Research and launch employee education
program on energy efficient driving
practices (idling, speed limits, etc.).
• Purchase more fuel efficient/lower
emission vehicles.
• Partner with private industries and
academic institutions to test prototypes

Activity 9. Evaluate opportunities to increase pump efficiency in water and wastewater
systems; recover waste water treatment methane for energy production;
City's Current Actions Possible Future Actions
• The City has variable speed pumps that are
highly energy efficient.
• Methane gas is channeled to Encina Waste
Water Facility and used to provide energy
for the turbines.
• Use solar power to run the circuitry at lift
stations.
• Replace and/or retrofit inefficient
wastewater pumps.
Activity 10. Increase recycling rates in City operations and in the community;
City's Current Actions Possible Future Actions
• Collects recycling residentially at curbside.
Residents "source separate" - meaning that
each household sorts materials.
• Residents may request additional recycling
containers for more space.
• Carlsbad implemented mixed paper
recycling in blue bins in April 2006
• Carlsbad collects green waste, paper,
plastic and glass.
• Carlsbad offers residents subsidized
compost bins and education classes.
• New recycling program for City employees
will allow commingled recycling.
• Adopt automated collection methods.
• Collect recycling using "single stream"
recycling practice - all materials in one
container.
• Review City purchasing policy to require
an increased emph'asis on buying recycled
content and recycling goods.
Activity 11. Maintain healthy urban forests; promote tree planting to increase shading
and absorb CO2.
City's Current Actions Possible Future Actions
• In November 1999, the Street Tree Policy
Committee was formed to address citizen
concerns about the community forest.
• In June 2000, Council adopted Ordinance
No. NS-545 "recognizing that trees
contribute greatly to the health, safety, and
general welfare to all of Carlsbad's..."
• In April 2002, the City implemented the
Community Forest Management Plan
which states "Through proactive
management, achievement of a safe and
healthy community forest ....while fostering
community support through education and
involvement."
• Carlsbad has been recognized as a "Tree
City USA" for several years
• Continue to support existing urban forest
programs.
• Research feasibility of establishing a City
composting facility.

Activity 12. Help educate the public, schools, other jurisdictions, professional
associations, business and industry about reducing global warming pollution.

• The City participates in regional
partnerships with other municipalities to
inform large groups of residents about
recycling and environmental practices.
• Produce video stories on environmental
issues for distribution to residents.
• City staff conducts annual water
conservation-related presentations to 4th
graders.

Clean San Diego (a non-profit) to conduct
outreach to schools.
• Solana Center for Environmental
Innovation (a non-profit) conducts outreach
for Storm Water Protection Program.
• City produces brochures and flyers on
recycling and other environmental issues.
• Develop a more cohesive and
comprehensive outreach plan.
• Promote recycling behavior in more ways
to residents.
• Partner with residents and schools to
promote recycling behaviors.
