RECOMMENDED ACTION:
Direct staff on phasing construction of Alga Norte Community Park, Project Nos. 3837 and 3925.
ITEM EXPLANATION:
The proposed 32-acre Alga Norte Community Park is located at the northwest corner of the
intersection of Poinsettia Lane and Alicante Road, see Exhibit 1. As currently proposed the Alga
Norte Community Park features a community park designed to meet the Growth Management
Standards and an aquatics complex. The community park includes:
Skate park
Tot lot playgrounds
Picnic & passive play area
Three half-court basketball courts
Three lighted baseball fields
Concession & restrooms
Dog park
532 parking spaces
Maintenance building
The aquatics complex includes:
55-meter competitive pool
12-lane instructional pool
Therapy pool
Wet play structures
Tot wet play area
Pool slides
Moving river
Mechanical building
Administration building
Locker room facilities
Group meeting facilities
Fitness room
Concessions with kitchen
Ticket kiosks
On July 17, 2007, City Council authorized the advertisement to receive bids for construction of Alga
Norte Community Park (ANP). On December 18, 2007, the City Council rejected the bids for ANP
and authorized the re-advertisement of ANP to receive new bids. At the January 15, 2008, Mid-Year
Goal Update presentation, City Council requested that ANP construction phasing be considered.

Revising the project to phase construction will require modifying the plans and specifications to
provide clear direction to bidders on what components are included in the bid package, which will
impact project costs and the completion schedule as currently proposed. Costs and timing to
redesign the project will depend on the complexity of the construction phasing. It is estimated that
phasing the construction will add at least 9 months to the project schedule.
The current design for the aquatics complex integrates pumps, filters, natural gas and solar water
heating equipment, disinfection, and control systems into one central plant building for energy
efficiency and to minimize annual operating cost. Revising the construction phasing of the aquatic
components may require a complete redesign of these systems, depending on the phasing scheme.
It is unknown at this time what the cost of phasing the aquatics would be, however, a range of costs
for individual aquatic components has been provided in Table 1. The low range cost is the estimated
cost to construct the particular aquatic component, and the upper range is a weighted estimate to
include shared costs of buildings, site work, and utilities. A new conceptual design would be required
to refine the estimate further. Table 2 shows the estimated construction cost for the Community Park
components. The costs in Table 2 do not include site grading, sidewalks, parking areas, storm drains,
utilities, lighting, landscaping, etc.
In addition to phasing the construction of the project over a number of years, the City Council may
consider requesting alternative bids. Council could require prices for items that may be added to, or
deducted from the scope of work in the contract. In order to maintain a level playing field for the
bidders, the Council would need to identify specific items that will be built to determine the lowest bid.
This combination would be considered in a separate Agenda Bill approving the Notice Inviting Bids.

An estimate of the operating costs is provided in Table 3 below, based on the current design with no
phasing. These estimates will need to be revised to reflect project phasing.

Staff has prepared a presentation to review the project components for phasing construction in more
detail. Staff is requesting direction on which components to construct at this time, for preparation of
any revisions to the plans and specifications.
ENVIRONMENTAL IMPACT:
On March 1, 2006, the Planning Commission adopted Resolution No. 6039 and 6040, adopting a
Negative Declaration (ND) and Conditional Use Permit No. 04-08, respectively, for the project.
FISCAL IMPACT:
The project costs estimated for Alga Norte Community Park as currently designed are shown in Table
4. Phasing construction will change the estimated project construction and annual operating costs.

Dear Council Members,
I am writing to you in advance of tonight's meeting in case I am
unable to attend and speak to the Alga Norte Swim Complex issue
on the agenda.
Many of you know that I am a daily lap swimmer (365 days a year).
What you may not be aware of, is that I am a professional consultant
who focuses specifically on the aquatics industry, since the late 80's.
All industry leaders, trend watchers and those who have run aquatic
facilities all over the country will tell you that unless
you build the swim complex with the play features, including the lazy
river, you will be sure to run an aquatic facility in the red. The
play features are your cash cow for this project. It is the play features
that will attract enough outside guests to offset costs to keep the
facility profitable. I am urging you to move forward and build the
complete project.
Please understand, that as a lap swimmer^ I have no interest in
the play features (I have no children or grandchildren). However,
I know that it what is needed to be fiscally successful for that park.
The play features also help to familiarize young people with the
aquatic environment in an non-threatening way, which helps
them move into water sports which are so important for building
healthy bodies and healthy minds in today's challenging world.
Please do not delay this or piece-meal out the project. Our
community has waited patiently for too long for a new swim complex.
The longer we delay and piece meal out, the higher the costs
to the city. We only have to look at the city golf course to understand
the impact of delays.

Attached below is the article from Saturday Feb. 23rd Union Tribune regarding Carlsbad City Council
reconsidering the Alga Norte Pool and Park Project located in Bressi Ranch/La Costa Greens. I also
included an article from the SAME DAY informing how Encinitas opened a new $20M library despite
budget woes. Encinitas and San Diego show that where there is a will there is a way, especially when
children and the community benefit. "San Diego is busy cobbling together money.." What is our city-
Carlsbad doing for our kids?? The new city golf course cost close to $80M. The Golf course is not largely
a "kid or family project" but it gobbled up funds and is robbing our kids of the Alga Norte Park and Aquatic
Center.
In the interest of time and for those who want further information, I have included various hyper-links to
direct you more easily toward information from the city's website. There is an abundance of information,
therefore I encourage you to do your own research as well.
Please NOTE: On July 17, 2007 the city approval getting bids for the project and on Dec. 18, 2007
rejected the bids. The Alga Norte project seems to be taking a backseat since the golf course the city
went over budget on a project that benefited adults more than the children.
WE NEED TO BE THE CHILDREN'S VOCIES on a project that impacts Families and our community.

changes, unless WE as a COMMUNITY voice our desires to start building this project that was approved

CARLSBAD 0 Rising construction costs are catching up with Carlsbad's desire for elaborate civic projects,
so the City Council will reconsider a $50 million park and pool project Tuesday.
Advertisement The city completed a golf course last year after 25 years of struggle and watching the
construction tab hit $55 million 0 more than double the $25 million estimate in 2000, and nearly eight times
a 1990 estimate of $7 million.
6We as a city have been spending money at a rate much greater than we have in the past, and we've
been building things to a more elaborate level than we have in the past.,6 Councilman Mark Packard said
yesterday.
ol'm afraid we're going to run out of money before we run out of projects,6 he added.
The Alga Norte Park and Aquatics Center in southeastern Carlsbad has been on the city's wish list for
years, and it gained momentum in 2003 when the city approved a master plan for the project.
Slated for 32 acres at Poinsettia Lane and Alicante Road, the proposed park includes three half-court
basketball courts, three lighted baseball fields, skate and dog parks, a playground, concessions,
restrooms, picnic tables and green space.
The city has one pool, at Carlsbad High School, that doubles as a municipal and school facility.

Residents have clamored for a second pool for years, and plans for the swim complex cai! for a 55-meter,
Olympic-size pool, a 12-lane instruction pool, a therapy pool, slides, wet play structures and a circulating
olazy river.6 It also would include a mechanical building to make everything work.
The park would cost $17 million, while the swim complex is estimated at $21.4 million. Construction
management, contingency, utilities, furnishings and other items would bump the total to $50.4 million.
The project has been increasing at roughly a $10 million-a-year pace over the past two years: in 2005-06 it
was estimated at $30.5 million, and in 2006-07 it hit $39.2 million. Rising construction costs and plan
refinements contributed to the increase.
oWhen all this stuff started way back when, the economy was really good,6 Mayor Bud Lewis said.
oThings have changed.
6The economy has gone south, there's heavy debt on the state and federal level.6 Lewis said, which may
mean raids on funding to cities.
Moreover, the mayor said, Carlsbad just appropriated $24 million for a joint police-fire training facility,
which was twice a previous estimate.
Packard and Councilman Matt Hall voted against the full pool project last year, and now Lewis has joined
them in asking to pare it down and build it in phases.
The big target is the olazy river.6 which could save $2 million to $5.8 million in construction costs if
eliminated.

The 55-meter competition pool, estimated at $2.8 million to $6.6 million, is the cornerstone of the project,
said Lisa Rodman, one of the aquatic center's leading advocates.
oHaving the pools built is the Number One priority.6 said Rodman, who is also a Carlsbad Unified School
District trustee.
oThis (55-meter pool) will be at capacity opening day; that's how short water iso in North County, Rodman
said.
The next logical component to build is the 12-lane pool, she said, because that's where the teaching takes
place.
The city solicited bids on the entire project last year and rejected the low bid of $29.3 million u $9 million
less than the estimate u because it failed to meet all the requirements.
Skip Hammann, the city's special projects director, said building the project in phases may not be as
economical as it sounds.
6The way the park's designed, everything's integrated.6 he said. oThere's one mechanical building that
has all the pumps, all the controls, all the chlorine. Each one of the pool components are not stand-alone.6
He said pool technology advances every year, so the city probably wouldn't want to use an old system as
a base if it decided to expand it five or 10 years later. He said that could increase operating costs,
estimated at $2.1 million, with revenues of $1.5 million.
Hammann said that if the council proceeds with the project as is, it could go back out to bid next week. If it
decides to pare it down, it would take nine months to a year to redesign, he said.

Encinitas is opening a long-discussed $20 million library with a killer ocean view today. And with financial
woes crippling San Diego and the state, one might think that would be the last of the new libraries around
here.
AdvertisementBut not so.
San Diego is busy cobbling together money u including state funds, despite California's current budgetary
pickle u to finish building 12 city libraries and expand 12 more. A $13.7 million Logan Heights branch is up
next, scheduled to open in June 2009.
Each one involves private dollars from philanthropists.
oWe've been doing one library project a year.6 said city library Director Anna Tatlir. ol've been really
heartened by the fact that the community feels libraries are so important.6

Dear City Council and Mayor Lewis,
I recently became aware of the fact that you are again reconsidering the pool facility in South Carlsbad.
This is the facility that was supposed to be up and running by now. I find it frustrating that you have
approved the budget for the pool and received bids below the budget, and yet you still are reconsidering
the effort.
There is a significant need for pools in our community. The Carlsbad High pool has very limited times that
the public can actually use the pool. Furthermore, I believe that the Carlsbad public supports the pool in
South Carlsbad. I attended one of the Recreation Department's community outreach meetings and 100%
of the people that attended were there because they felt that a pool needed to be built.
I am a single mother with limited finances. I will never be able to use your multirnillion dollar golf course
with all of its cost overruns. However, a pool is an affordable recreation option for a family like mine. I
would guess that more Carlsbad families would use the South Carlsbad pool facility than will ever use the
golf course. And, if there is a recession where families experience tighter budgets, I am sure that they will
appreciate being able to have a recreational facility with adequate pool hours in our community.
Additionally, as I understand it, there are swim teams that would provide steady, year round revenue for
the new pool facility. And, given the limited number of pools in the surrounding communities, I am sure
you would generate revenue from people from outside of the community. Wouldn't you also rather keep
the dollars from Carlsbad residents in Carlsbad? Wouldn't having such a recreational facility also support
the surrounding businesses (in Carlsbad)?
I am sure you will agree that Carlsbad is not the sleepy little town that it was years ago. It has grown.
Your thinking will also have to grow to support the people that have migrated to our community. The
number of pools open to the public in North County are very limited. Our community overwhelmingly
supports the planned pool facility. Please listen to your constituents about what they want their community
to look like. Is that not your responsibility as ELECTED officials?

I am writing in response to the news i've recieved that the new pool might not be approved.I am so
disappointed that the city can find money to fund golf courses but can't find it in the budget to give our kids
a healthy place to spend their time.My daughter swims at the chs pool and my little one will start her
lessons there too.lt has been a saving grace for our family that my oldest has had this sport to help her
through many teenage stages,...as it has helped her develope healthy habits and friends that are also of
like mind. They all get excellent grades as I've found that learning to push onesself in your swim lane ..no
matter first place or last.... can be seen in the way all these kids push themselves to do well in all
areas.Can't you all find it in your hearts to push yourselves for the future of our children... instead of the

I have been patiently waiting for the ALGA NORTE Park and Swim Complex. We have been LONG
overdue a pool in south Carlsbad. To delay this further, when the City supported yet another golf course
in the area would infuriate me.
The golf course advertises free wireless and GPS golf carts. Both friviious expenses for a subset of our
residents.

Dear Mayor Lewis, Mayor Pro Tem Kulchin, Council Members, Mr. Patchett and Mr. Hammond:
On Tuesday evening, the Council will reconsider the Alga Norte Aquatic Center in Carlsbad. I
urge you to approve the build-out of the Aquatic Center as currently designed.
Indeed these are exciting times for the city of Carlsbad, a small town by the sea, which is
quickly growing to be a city inclusive of all public amenities that such a city as Carlsbad's stature
deserves.
Much has been said regarding the excessive expenditures of public money on the Carlsbad golf
course, The Crossings. As I'm sure you are aware, tens of millions of dollars were spent for
improvements, mitigation measures, studies, design, and redesign. This money was spent at
the request of those who do not reside in our city, namely the California Coastal Commission,
California Department of Fish and Game, U.S. Fish and Wildlife Service, and the California
Regional Water Quality Control Board, among others. These entities have determined what
they deem important for their priorities for how the city of Carlsbad spends its money, regardless
of the specific requests and wants of the people that reside in the city.
Today we have the unique opportunity to move forward with a world class swim complex, well
deserved by the people in our area. The money spent on this facility, unlike The Crossings golf
course and its external forces, will be directed and prioritized by the city of Carlsbad.

Instead of these bureaucratic forces establishing what is important to our citizenry, you now
possess that great ability. Carlsbad has always been honored with an outstanding reputation in
youth sports and overall numbers of untroubled youth. Much of the credit of this great
atmosphere lies with the terrific facilities in our city. The Alga Norte complex will further provide
facilities that deter our youth from pursuing less savory activities.
As Skip Hammond appropriately quoted in the newspaper, designs, redesigns and further
designs do not amount to the expected savings and only defer completion of this important
facility and will ultimately cost the city more to complete this great city asset.
I urge you to vote in favor of continuing the build-out of the full swim complex as
currently designed. Let's follow the priorities of our local citizenry instead of what has
happened at The Crossings golf course.
