RECOMMENDED ACTION:
Adopt Resolution No. 2008-057 acknowledging a gift of $25,000 to the Carlsbad
Library and Arts Foundation from Knox and June Williams, in memory of their son Drue, and
approving the naming of the Coordinator's Office (Room #111) in the new Carlsbad City
Library Learning Center, The Drue Knox Williams Room.
ITEM EXPLANATION:
At its regular meeting of July 26, 2005, the Carlsbad City Council adopted Resolution 2005-
233 acknowledging the proposal from the Carlsbad Library and Arts Foundation to raise $1.5
million towards the construction of the Library Learning Center by undertaking a capital
fundraising campaign.
The City of Carlsbad recognizes the importance of acknowledging gifts in a manner that
honors the donor and is consistent with use of the funds. To this end, at their regular meeting
of October 10, 2006, the City Council adopted Resolution 2006-293, authorizing the City
Manager, with the concurrence of the City Attorney, to enter into an agreement with the
Foundation for marketing specific naming opportunities at the established levels to
prospective donors as part of their capital campaign.
Pursuant to that meeting an agreement between the City of Carlsbad and the Carlsbad
Library and Arts Foundation for marketing the naming opportunities was executed on
February 6, 2007 with the understanding that final approval of any naming rests with the City
Council or its designee. All the conditions and requirements of that agreement have been
met.
FISCAL IMPACT:
In accordance with the provisions of the marketing agreement, all donations received by the
Carlsbad Library and Arts Foundation for identified naming opportunities will be directed to
the Foundation's fundraising for the Carlsbad City Library Learning Center and will be turned
over to the City of Carlsbad, even if the funds raised exceed the Foundation's fundraising
target. The funds will be used to reimburse the City for part of the cost of building and
equipping the Library Learning Center as set forth in Agenda Bill 18,220 dated July 26, 2005.

ENVIRONMENTAL IMPACT:
Acknowledgement of the gift and approval of the memorial naming of the room do not qualify
as a project under the California Environmental Quality Act (CEQA Guidelines Section
15378) and no environmental review is required.

5 WHEREAS, the Carlsbad Library and Arts Foundation have received a gift in the

amount of $25,000 from Knox and June Williams for the purpose of naming the

Coordinator's Office in the Carlsbad City Library Learning Center, The Drue Knox8
g Williams Room, in memory of their son; and
10 WHEREAS, the City of Carlsbad entered into an agreement with the Carlsbad
11 Library and Arts Foundation for the purpose of marketing specific naming opportunities
12 as part of the capital campaign to raise funds for the Carlsbad City Library Learning
13 Center; and

WHEREAS, the terms and conditions of that agreement having been met;

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of16
17 Carlsbad, California, as follows:
18 1. That the above recitations are true and correct.
19 2. That the City Council acknowledges the gift from Mr. & Mrs. Williams and
20
approves the naming of the Coordinator's Office on the first floor of the
21
Carlsbad City Library Learning Center, The Drue Knox Williams Room, as a
22
memorial to their son.23

Dear Mayor and City Council:
As you know, the Carlsbad Library and Arts Foundation agreed to raise $1.5 million
towards the construction of the Learning Center through a capital campaign. The
Foundation brought forward a proposal to offer naming opportunities in the Learning
Center that would allow appropriate acknowledgment of major gifts toward the capital
campaign, and the Council authorized entering into an agreement of these naming
opportunities. In accordance with the agreement, final approval for any naming rests
with the Council.
The Foundation has now received a major gift toward the capital campaign from
longtime residents and active community members Knox and June Williams. Mr. and
Mrs. Williams have expressed an interest in having a room within the Learning Center
named in memory of their son Drue. The Foundation established a committee to review
all naming requests which includes representation of the Library Board of Trustees and
the Library Director. This committee has unanimously recommended that the naming
request be considered by the Council.
On behalf of the Foundation and Mr. and Mrs. Williams, I am requesting that the Council
approve naming the first floor Community Coordinator's Office in memory of Drue
Knox Williams.
