Strata Drive.
ITEM EXPLANATION:
Contour Place, a cul-de-sac street, intersects Strata Drive in a T-intersection configuration in a
residential area. The intersection is uncontrolled and adjacent to the conprete path that is public
access for ingress/egress to the school grounds serving Calavera Hills Middle School and
Calavera Hills Elementary Schopl. High volumes of students cross Strata Drive to use the concrete
path after being dropped off or picked up by parents that park or stop on Strata Drive. A large influx of
parent vehicles causes congestion at this intersection for a short period before and after school.
After studying the intersection in response to citizen concerns, several improvements will be initiated
by staff. These improvements include the installation of a handicap ramp on Strata Drive at the
concrete path location, installing a painted crosswalk and school zone signing on Strata Drive, and
painting red curb at the crosswalk location.
A stop sign on Contour Place will minimize conflicts between pedestrians using the future striped
crosswalk on Strata Drive and left-turning vehicles from Contour Place. Warrants for an all-way stop
at the Strata Drive/Contour Place intersection are not met.
The Traffic Safety Commission reviewed this matter at their meeting on February 4, 2008. By a
3-0 vote, the Commission recommended that a stop sign be installed on Contour Place at its
intersection with Strata Drive.
An ordinance adopted by the City Council in 2002 required drivers to stop on Tamarack Avenue at its
intersection with Strata Drive (east).
ENVIRONMENTAL IMPACT:
The installation of an official traffic control device is a project that is a Class 1 categorical exemption
(minor alteration of existing structure or facility) and is, exempt from the environmental review process
under the provisions of the California Environmental Quality Act (CEQA), section 15301(c).
FISCAL IMPACT:
The installation of one stop sign, painted crosswalk, and a stop legend will cost about $750.

The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended
by the revision of Section 10.28.650 to read as follows:
"10.28.650 Strata Drive. Drivers shall stop where the following
described streets intersect Strata Drive:
Tamarack Avenue (east)
Contour Place
NOW, THEREFORE, the City Council of the City of Carlsbad, California, ordains as
follows:
1. That the above recitations are true and correct.
2. EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its
adoption; and the City Clerk shall certify the adoption of this ordinance and cause it to be
published at least once in a newspaper of general circulation in the City of Carlsbad within fifteen
(15) days after its adoption.
