RECOMMENDED ACTION:
To receive a presentation, consider a request from Boys Scouts Troop 748 and Adopt
Resolution 2008-070.
ITEM EXPLANATION:
The City Council provides an opportunity for citizens and organizations to have an item placed on
a City Council Agenda by submitting a letter to the City Manager. Attached is a letter (Exhibit 1),
from Craig Correl, Assistant Scout Master of Boys Scouts Troop 748, who has requested that the
City Council consider assisting them with the cost for use of the Senior Center for their proposed
Easter Breakfast and Red Ribbon Tea event.
The Carlsbad based Boys Scout Troop 748 is celebrating their 50th year of service to the Carlsbad
Community. A list of Eagle Scout projects performed in the community is also attached for review
(Exhibit 3). The Troop is also planning on March 23rd from 7:30 a.m. until Noon, to use the Senior
Center to hold their 50th Annual Easter Pancake Breakfast. In past years between 800 and 1,000
people have attended the event with proceeds from ticket sales going toward funding the scouting
program and assisting scouts to attend summer camp. Troop 748 has an excellent track record in
past events held at the Senior Center, ensuring that the Pancake Breakfast is conducted in a
respectful, careful and appropriate manner. Based on the event being housed within a city facility,
city staff has determined that this event would not require a special event permit.
FISCAL IMPACT:
The fee total associated with the use of the Senior Center in the manner that the group is
requesting totals $1,057.50 (Exhibit 2). The group is requesting City Council contribute $557.50 to
the Senior Center to offset a portion of these costs. This contribution would reduce the financial
impact of the facility rental, leaving $500.00 for the Troop to contribute towards the rental fees. If
approved, the funds would be appropriated from the City Council Contingency fund to the
Recreation Department.

Request - Carlsbad Boy Scout Troop 748
Dear Ms. Hildabrand:
I am an Assistant Scoutmaster with Carlsbad Boy Scout Troop 748. Please
place our request for a fee reduction for use of the Carlsbad Senior Center on
an upcoming City Council agenda. The events are planned for Saturday, March
22 and Easter Sunday, March 23, 2008. Reservations for the events were made
several months ago.
I believe that you have received a copy of our January 16, 2008, written request
for a fee reduction (and supporting materials) from Sue Spickard at the
Carlsbad Recreation Dept.
Please confirm our agenda date with me at (760) 434-6800, so that the Troop
may plan accordingly. Our normal Troop meetings are held on Tuesday nights
at the Scout House in Holiday Park. We will need to adjust some schedules to
attend the Council meeting which conflicts with our normal meeting time. Feel
free to call with any additional information that you believe may assist the
City Council in arriving at its decision.

the Senior Center. These charges are in accordance with the City of Carlsbad "Facility
Use Regulations," and based upon the "Facility Use Application" submitted by
applicant.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPRORIATING FUNDS FOR THE AMOUNT OF $557.50
CONTRIBUTION OF PORTION OF SENIOR CENTER FEES FOR EASTER
PANCAKE BREAKFAST.
WHEREAS, the Boys Scouts Troop 748 have requested a contribution from Council to the
Senior Center to offset a portion of the facility rental fees and
WHEREAS, staff determined total fees associated with the use the Senior Center in the
manner that the group is requesting totals $1,057.50.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
2. That the City Council elects to appropriate the funds requested.
3. That the Finance Director is hereby authorized to appropriate $557.50 from the
Council's Contingency Account balance to cover the contribution requested and transfer those
funds to the Recreation Department.
