RECOMMENDED ACTION:
Adopt Resolution No. 2008-080 , authorizing the City Clerk to advertise for bids for construction
of the Barn Stabilization at Leo Carrillo Ranch Historic Park, City Project No. 39611.
ITEM EXPLANATION:
On March 22,2005, the City council voted to accept grant funding in the amount of $197,535
from the Save America's Treasures (SAT) federal grant program for the stabilization and
restoration of the historic bam located at Leo Carrillo Ranch Historic Park. In addition the City
Council authorized a 1:1 non-Federal match requirement in order to receive the Federal grant
funds, thus securing a total amount of $395,070 for the stabilization of the bam.
In January of 2006, Heritage Architecture was hired to prepare plans and specifications for the
stabilization and restoration of the bam project. Heritage Architecture and staff have worked on
the project and coordinated with the State Office of Historic Preservation and National Park
Service (NPS) to ensure that plans and specifications for the stabilization work meet the SAT
requirements. Since that time, several conditions of the SAT grant were also met including
NPS and State Office of Historic Preservation reviews and approvals (June of 2007). In
addition a condition of the federal grant was that an outside non-profit historic preservation
organization, accept a Historic Preservation Easement for the restoration of the bam. On
December 4, 2007, Council approved the Preservation Easement Agreement with the Friends
of Carrillo Ranch (AB 19,234). With the Preservation Easement Agreement in place, all special
conditions of the federal grant were met, clearing the way for the final bid and construction
documents to be completed for the barn stabilization.
Construction items for the bam stabilization include the following:
- Foundation wall footings
- Structural bracing for walls
- Concrete flooring
- Roofing
- Cupola restoration
- Restoration of the exterior stairs
- Restoration of the entry doors
- Minor exterior grading and drainage improvements

FISCAL IMPACT:
Sufficient funds are available in the Carrillo Ranch Bam Restoration Project to cover the estimated
construction costs of the project. A total of $500,000 in General Capital Construction funds have been
appropriated to date in the Capital Improvement Program budget for the Carrillo Ranch Bam
Restoration, City Project No. 39611. The appropriations to date include the $197,535 in SAT Grant
funds the City has advanced. Once grant funds have been drawn down, they will be used to reimburse
the General Capital Construction Fund. A summary of the project funding is outlined below.

ENVIRONMENTAL IMPACT:
The Leo Carrillo Ranch Park Master Plan was originally approved by the Planning Commission
with a Mitigated Negative Declaration, on November 11,1999 (Planning Commission
Resolution No, 4694). Planning staff has reviewed the proposed bam stabilization project and
the Planning Director has determined that the proposed project is within the scope of the prior
environmental documents and that no further environmental documentation is required per
CEQA Guideline Sections 15162.

WHEREAS, the City Council of the City of Carlsbad, California, has determined it

necessary, desirable, and in the public interest to stabilize and restore the existing barn structure
7
at Leo Carrillo Ranch Historic Park; and
8
WHEREAS, funds are available in the Fiscal Year 2007-08 Capital Improvement
9
Program Budget for the stabilization of the barn structure; and
10
WHEREAS, grant funds have been awarded from the Save America's Treasure's Grant
11
Program and are available in the amount of $197,535 for the stabilization of the barn; and
12
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
13
equipment, transportation, and other expenses necessary or incidental to the construction for the
14
stabilization of the barn at Leo Carrillo Ranch Historic Park, Project No. 39611, have been
15
prepared and are on file in the Recreation Department of the City of Carlsbad and are
16
incorporated herein by reference.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of

Carlsbad, California, as follows:
20 1 • That the above recitations are true and correct.
21 2. Funds are available in the Fiscal Year 2007-08 Capital Improvement Program
22 Budget for the estimated costs of the barn stabilization construction at Leo
23 Carrillo Ranch Historic Park.
3. Funds have been awarded to the City of Carlsbad Recreation Department from
25 the Save America's Treasures federal grant program for the stabilization of the
