ENG ESTABLISH STOP CONTROL ON TERN PLACE AT ITS INTERSECTION WITH SPOONBILL LANE DEPT. HEAD "RrTj^T CITYATTY. /'3& CITY MGR. ^ C*s RECOMMENDED ACTION: Introduce Ordinance No. Spoonbill Lane. ITEM EXPLANATION: NS-877 to require stops on Tern Place at its intersection with Tern Place, a cul-de-sac street, intersects Spoonbill Lane in a T-intersection configuration. There are 25 single-family homes that front Tern Place and right-of-way assignment for Tern Place is controlled by a yield sign. The management company for the Pavona Homeowners Association requested staff to investigate the need to change the yield sign on Tern Place to a stop sign. Staff review of this condition found that sight distance is limited for drivers on Tern Place approaching Spoonbill Lane when looking easterly. As a result of horizontal and vertical features of the roadway, a motorist on Tern Place does not have sufficient sight distance to meet the 10 mile per hour approach speed to the intersection when traveling on Tern Place. The deficiency in sight distance was found to be about 54 feet less than the minimum necessary to view approaching vehicles on Spoonbill Lane. For this reason, a stop sign was recommended by staff to replace the existing yield sign located on Tern Place. The Traffic Safety Commission reviewed this matter at their meeting on January 7, 2008. By a 3-0 vote, the Commission recommended that a stop sign be installed on Tern Place at its intersection with Spoonbill Lane to replace the existing yield sign. ENVIRONMENTAL IMPACT: The installation of an official traffic control device is a project that is a Class 1 categorical exemption (minor alteration of existing structure or facility) and is, exempt from the environmental review process under the provisions of the California Environmental Quality Act (CEQA), section 15301(c). FISCAL IMPACT: The installation of one stop sign, limit line, and a stop legend will cost about $500. Sufficient funds are available in the Public Works Streets Department budget. EXHIBITS: 1. Drivers shall stop where the following g described street intersects Spoonbill Lane: JQ Tern Place." 11 NOW, THEREFORE, the City Council of the City of Carlsbad, California, ordains as 12 follows: 13 1. That the above recitations are true and correct. 14 2.
