RECOMMENDED ACTION:
Adopt Resolution No. 2008-093 approving the final map for CT 04-26, Robertson Ranch East
Village, Planning Areas 16, 17, & 18.
ITEM EXPLANATION:
Engineering staff has completed checking the final map of CT 04-26, known as Robertson Ranch East
Village, Planning Areas 16, 17, & 18. This subdivision is within Local Facilities Management Plan
(LFMP) Zone 17 and is generally located north of Cannon Road between El Camino Real and
College Boulevard. The project proposes a total of 331 lots on 73.4 acres. The lots are comprised of
304 residential lots and 27 Homeowner's Association Open Space lots. Additional discretionary
permits for Site Development Plans are required before building permits can be issued for this
development.
The final map conforms substantially with the tentative map as recommended for approval by
Planning Commission on October 3, 2007 per PC Resolution No. 6343, and approved with conditions
by City Council on November 6, 2007 per City Council Resolution No. 2007-290. The final map also
conforms to the General Plan, all the applicable requirements of the Municipal Code, City Standards,
and Growth Management Plan. The applicant, Calavera Hills II, LLC, is requesting the recordation of
said final map.
ENVIRONMENTAL IMPACT:
The approval of a final subdivision map is a ministerial project and is exempt from the requirements of
CEQA pursuant to Section 15268 of the State CEQA Guidelines.
FISCAL IMPACT:
The developer paid a plan check fee to cover the expense of plan checking and processing the
final map for recording. All other processing and development impact fees required to be paid prior to
final map approval have been paid. Additional processing and development impact fees will be paid,
as appropriate, if and when building permits are issued for this project.

WHEREAS, Calavera Hills II, LLC has submitted a final map known as CT 04-26,

Robertson Ranch East Village Planning Areas 16, 17, & 18, to the City of Carlsbad for approval;

CALIFORNIA, APPROVING THE FINAL MAP FOR CT 04-26,
WHEREAS, the tentative map of CT 04-26 with conditions, was recommended for
approval by Planning Commission on October 3, 2007 per PC Resolution No. 6343; and
WHEREAS, the tentative map of CT 04-26 was approved with conditions by City Council
on November 6, 2007 per City Council Resolution No. 2007-290, and
WHEREAS, the City Engineer has determined that said map substantially conforms to
said conditionally approved tentative map; and
WHEREAS, the conditions of approval for said final map have been completed or

secured; and14
WHEREAS, the developer has offered public easements for dedication to the City, of

Carlsbad; and
16 WHEREAS, the final map conforms to the City of Carlsbad General Plan and all
requirements of City Codes and Standards.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That said final map known as CT 04-26, Robertson Ranch East Village Planning
Areas 16, 17, & 18, which is on file with the City Engineer and is incorporated herein by reference,
23 is accepted.
3. That the City accepts the dedications shown on the final map.
4. That the City Clerk is authorized to sign the Certificate of Acceptance on the

final map.
26 5. That the City Clerk is authorized to cause the original final map to be recorded in
27 the Office of the County Recorder of San Diego County, State of California.

wanted to provide you with information on a change being made on the For the Information of the:

In early April, McMillin Companies will transfer its membership interest
in the Calavera Hills II Partnership, including the Robertson Ranch, to
its partner, Brookfield Homes. This change allows each company to
better achieve its financial objectives over the next several years.
Since McMillin will remain involved in the day to day operations of
Robertson Ranch, as project manager for Brookfield, it is unlikely that
you or your staff will notice much if any change in the processing and
development of Robertson Ranch.
As was the case before, it has not been determined which neighborhoods
will be developed first (except for the Glenridge affordable apartment
construction which is anticipated to start in the next several weeks),
and exactly when the model openings will occur. The current plan,
however, is for the first neighborhoods to open in early 2009.
Major project improvements, including the completion of the College and
Cannon roadway widening, will continue without interruption.
